1987: facility was first proposed and Permitted. Facility was covered under 40 CFR for wet decking of logs. Facility w/draws water
from Cedar Branch to a pond,pumps that water over approximately 2.0 million board feet of lumber, (wood for over'dry'
season)and allows runoff into ditches. Debris plates are installed in ditches and screen back anything larger than 1"in
diameter. Background pH may be lower than the 6-9 SU limits Permitted. There is nothing unusual to this discharge Permit.
1993: Recycling of spray water was reviewed, but holding pond is hydrologically connected to swamp,therefore during rainfall
events, increases in the swamp would cause pond overflows. It was decided that a discharge of the concentrated recycled
process water would be potentially more damaging than a continuous discharge.

Holding ponds are receiving Stormwater runoff, (thus the high flows)an were not designed to retain this. Region recommends that
Permit issuance be contingent upon remedying this situation. I will concur with this recommendation in the Streamline form.

PART II - DESCRIPTION OF DISCHARGE AND TREATMENT WORKS
1. a. Volume of Wastewater to be permitted: No limit
recommended.
b. What is the current permitted flow limit? No limit
c. Actual treatment capacity of the current facility:
According to site personnel, the volume of the initial
settling pond is approximately 39, 000 cubic feet and the
second 54, 000 cubic feet. Site personnel indicated these
ponds were not designed to meet any stormwater treatment
or process water treatment specifications.
d. Date and construction activities allowed by previous
Authorizations to Construct issued in the previous two
years: none
e. Please provide a description of existing or substantially
constructed wastewater treatment facilities: The site is
used as a timber wet storage area. Timtper is stacked and
irrigated 24 hours per day using a maximum of eight
NELSON spray heads rated at 60 gallons per minute each.
Runoff drains into two settling ponds in series. The
ponds are separated by a bar screen. Irrigation water is
pumped from the latter pond which is contiguous with
Soules Swamp.
f. Please provide a description of proposed wastewater
treatment facilities: There are no planned upgrades at
this time.
g. Possible toxic impacts to surface waters: none known
h. Pretreatment Program: Not a POTW

PART IV - EVALUATION AND RECOMMENDATIONS
As mentioned above, the settling ponds at the site collect
both irrigation water runoff and stormwater runoff from a
portion of the site area. Much of the area which drains
stormwater into the ponds has not been stabilized. The ponds
were not engineered to hold and treat a specific runoff
volume. The ponds should be required to have a capacity to
hold the normal operating volume plus the runoff volume
from disturbed areas associated with a one inch storm event.
Georgia-Pacific should be required to make arrangements to
have an engineer review the site and evaluate the
effectiveness of the ponds in treating irrigation and
stormwater runoff.
Upon resolution of these items, it is recommended that a draft
permit be prepared and placed at public notice. If no
significant adverse public comment is received, it is
recommended NPDES Permit No. N00072168 be reissued to Georgia-
Pacific Corporation in accordance with the basin-wide
permitting strategy.
