Topography (relationship to flood plain included) : The elevation is approximately 55 feet msl and probably within the flood plain. 9 . Location of nearest dwelling: Approximately 1000 feet 10 . Describe receiving stream features and pertinent downstream uses : Swamp PART II - DESCRIPTION OF DISCHARGE AND TREATMENT WORKS 1 . a. Volume of Wastewater to be permitted: No Limit b. What is the current permitted flow limit? No Limit c . Actual treatment capacity of the current facility? The volume of the initial settling pond is approximately 39 , 000 cubic feet and the second pond is approximately 54, 000 cubic feet . There is no specific design criteria for the facility. d. Date (s) and construction activities allowed by previous Authorizations to Construct issued in the previous two years : No ATC. e. Please provide a description of existing or substantially constructed wastewater treatment facilities : Perimeter ditches collect water which is sprayed on logs and directs it to a settling basin. Water flows out of the settling basin through a narrow outlet into a larger pond which is connected hydraulically to the surface waters . Water is pumped from the final pond to spray logs . f . Please provide a description of proposed wastewater treatment facilities : The pumps and spray nozzles are being replaced with units that more effectively and efficiently keep the logs wet . g. Possible toxic impacts to surface waters : There shouldn' t be toxic constituents . h. Pretreatment Program (POTWs only) : not needed 2 . Residuals handling and utilization/disposal scheme: Residuals are not generated or removed. 3 . Treatment plant classification (attach completed rating sheet) : Class I 4 . Alternative Analysis Evaluation: Has the facility evaluated all of the non-discharge options available? Nondischarge options have not been evaluated. The most reasonable alternative would be to recycle the water used for wetting logs . The current system does not appear to cause turbidity violations in the surface waters . If impacts to surface waters become evident the permittee will be required to implement a recycle system. PART IV - EVALUATION AND RECOMMENDATIONS Logs are held at the facility until they can be processed at the company' s saw mill . While being held, the logs are kept wet to avoid the growth of mold which discolors the wood and reduces value. Water is sprayed onto the logs and then runs off into ditches which direct it to the first settling pond. It then flows into the second pond which is connected to surface waters . Pumps remove water from the second pond and direct it through fixed spray heads . Little bark or sediment is visible in the first pond and no increased turbidity can be observed in the second pond. On an annual basis, the area where logs are held is graded and bark is removed and grass planted. Pumps are currently being replaced and spray heads are being upgraded with more efficient units . While a total recycle system would be preferable, the existing system does not appear to be causing adverse impacts to surface waters . If adverse impacts are evident in the future, the permittee will be asked to explore nondischarge alternatives . It is recommended that the permit be reissued for a period of five years consistent with the basin wide program. Weaver, Jr. NC DENR/DWQ/NPDES �w - 1 1999 PO Box 29535 Raleigh, NC 27626-0535 POINT SOURCE BRANCTER H PO RE: Renewal of NPDES Permit NC00072168 Georgia-Pacific Whiteville Timber Facility Columbus County Dear Mr. Weaver: Attached are the original and two copies of the completed application for renewal of the NPDES permit for our Whiteville Timber Facility. I have also included a copy of the signatory authorization giving Mr. Stan Curry, our Carolina Group Procurement Manager, authority to sign the application. As per the renewal instructions, no fee is included with this application. The facility has no sludge management plan because wastewater is not treated onsite. The two aboveground petroleum storage tanks have been removed. No other changes have been implemented since our current permit was issued.
