used to retain any debris.

Briefly describe the manufacturing process(es):
Surface water is pumped from a canal that drains to Soules Swamp to the Lumber River and then
sprayed onto logs stockpiled on the wetdeck via a system of standpipes and spray nozzles. Runoff
from the wetdeck is collected in a series of perimeter ditches and directed into a detention/settling
pond prior to discharge back into the canal. Since the water is not reused over and over, as is typical
in a closed-loop system, the quality of the water returned to the canal is similar in quality to that
originally withdrawn. Periodically the logs are transported offsite for use in manufacturing plywood
and other wood products.

If any parts,measurement frequencies, or sampling requirements contained in this permit are unacceptable,
you have the right to an adjudicatory hearing upon written request within thirty(30)days after receiving this
letter.Your request must be in the form of a written petition conforming to Chapter 150B of the North
Carolina General Statutes,and must be filed with the office of Administrative Hearings,6714 Mail Service
Center,Raleigh,North Carolina 27699-6714.Unless such a demand is made,this permit shall be final and
binding.
This permit is not transferable except after notifying the Division of Water Quality.The Division may require
modification,or revocation and re-issuance of this permit.Please notice that this permit does not affect your

5 . Directions to Site: The site is located in Whiteville at the
end of West Main Street . Traveling south on Highway 701/130
Bypass (JA Powell Blvd) turn right onto West Virgil Street, go
one block and turn left onto ML King Blvd. Go two blocks and
turn right onto West Main Street and go to the end. The
facility is to the left .

PART II - DESCRIPTION OF DISCHARGE AND TREATMENT WORKS

volume of the initial settling pond is approximately
39, 000 cubic feet and the second pond is approximately
54, 000 cubic feet . There is no specific design criteria
for the facility. .

Authorizations to Construct issued in the previous two
years : No ATC.
e . Please provide a description of existing or substantially
constructed wastewater treatment facilities : Perimeter
ditches collect water which is sprayed on logs and directs
it to a settling basin. Water flows out of the settling
basin through a narrow outlet into a larger pond which is
connected hydraulically to the surface waters . Water is
pumped from the final pond to spray logs.
f . Please provide a description of proposed wastewater
treatment facilities : No changes proposed
g. Possible toxic impacts to surface waters : There shouldn't
be toxic constituents.

are not generated or removed. Bark and debris is removed from
the site on an annual basis to reduce runoff into the ponds .

4 . Alternative Analysis Evaluation: Has the facility evaluated
all of the non-discharge options available?
Nondischarge options have not been evaluated. The most
reasonable alternative would be to recycle the water used for
wetting logs . The current system does not appear to cause
turbidity violations in the surface waters . If impacts to surface
waters become evident the permittee will be required to implement a
recycle system.
PART IV - EVALUATION AND RECOMMENDATIONS
Logs are held at the facility until they can be processed at
the company's saw mill . While being held, the logs are kept wet to
avoid the growth of mold which discolors the wood and reduces
value . Water is sprayed onto the logs and then runs off into
ditches which direct it to the first settling pond. It then flows
into the second pond which is connected to surface waters . Pumps
remove water from the second pond and direct it through fixed spray
heads . Little bark or sediment is visible in the first pond and no
increased turbidity can be observed in the second pond. On an
annual basis, the area where logs are held is graded and bark is
removed and grass planted. During the last permit cycle pumps
were replaced and spray heads were upgraded with more efficient
units resulting in lower water usage .
While a total recycle system would be preferable, the existing
system does not appear to be causing adverse impacts to surface
waters . If adverse impacts are evident in the future, the
permittee will be asked to explore nondischarge alternatives . It
is recommended that the permit be reissued for a period of five
years consistent with the basin wide program.
