HomeMy WebLinkAbout20150356 Ver 1_Shoreline Stabilization_20150407March 16, 2015 1`4A_ NC Dept of Environment & Natural FOUIE -4 Division of Water Resources 401 & Buffer Permitting Unit 1650 Mail Service Center Raleigh, NC 27699 -1650 11290 Olde Cedar Court Davidson, NC 28036 -Ii Project NW Lake Wylie LLC D Planned Request to Expand a Commercial Marina APR 1' Location Lake Wylie -- Gaston County, NC & York County, SC 0 7 2015 Dear Mr Taylor NW Lake Wylie LLC has contracted with Permits 4U, Inc to obtain the necessary permits and approvals for the expansion of an existing Commercial Marina and the classification and re- classification of portions of existing shoreline located adjacent to lands proposed for residential development The original Commercial Marina was permitted by the FERC on September 24, 1984 (Docket # 2232 -105) The FERC order approved the lease of 0 6 acres of project land to Daniel J Stowe for the development of a dock and boat ramp At the time of the original approval the marina was referred to as the "Tackle Box" The name was later changed to "Seven Oaks Marina" and is more commonly referred to by that name within the community it originally served The NW Lake Wylie LLC development is located on approximately 670 acres in the New Hope - Armstrong Peninsula area located in both Gaston County, NC and York County, SC The master planned community includes over 25,000 feet of shoreline adjacent to Lake Wylie The expansion of the existing Commercial Marina will open access to Lake Wylie for residents throughout the region Under existing Shoreline Management Guidelines, the proposed development includes qualifying shoreline that would allow 271 residential marina boat slips However, in keeping with the applicant's commitment to minimize both the footprint and the impact of their development activities on the natural environment and shoreline, the applicant elected to forgo construction of any residential marinas that would qualify under the guide lines Instead, the applicant favors an expansion of the existing commercial marina with a new landside dry stack storage facility and a limited number of adjacent wet slips In addition, the commercial marina expansion will be designed to meet Lake Wylie Marine Commission's Clean Marina criteria and the applicant will apply for designation as a Clean Marina following completion of the facility Activities proposed by the applicant within the Lake Wylie Project Boundary include Expansion of the existing marina to include the 42 mooring locations detailed on the enclosed plans and described below a Dock A will have 6 - 10'x 22' boat slips attached to a pier that is 110 0' long x 6' wide with 3' wide slip fingers and 2 PWC slips b Dock B will have 12 - 10 x 24 ' boat slips attached to a pier that is 110 0' long x 6' wide with 3' wide slip fingers, 2 PWC slips, and 2 end ties c Dock C will have 10 -10' x 24' boat slips attached to a pier that is 106 0' long x 6' wide with 3' wide slip fingers, 6 PWC slips, and 2 end ties Page 2 - March 16, 2015 2 Conversion of an existing boat ramp to a launch pad /bulkhead (30' wide x 40' long) to serve a new landside dry stack storage facility that will house approximately 300 boats The concrete pad will be designed to accommodate specially designed forklifts that will transport stored boats to and from the lake 3 Re- alignment and conversion of an existing fixed pier and floating dock to a new boarding dock and boat ramp. The boat ramp will be constructed adjacent to the boat launch facility to provide daily lake access for trailered boats The realigned boarding dock will be 110 0' long x 6' wide The concrete boat ramp will be 15' wide x 60' long 4 395' of shoreline stabilization is proposed as a part of the marina expansion Enhanced rip rap will be installed where the bank height is less than 2' Rip rap only is proposed where the bank height exceeds 2' 5. Dredging will be required as a part of this request Approximately 1,200 cubic yards of material will be removed (see dredge limas on the enclosed drawing).
