Description of Collection System and Treatment Process:
Collection System
Franklin County's wastewater collection system consists of approximately sixty four
miles of sanitary sewer line utilizing twenty-one pump stations with stand-by power
at all stations.
Through the use of these pump stations,force mains,and gravity sewer lines,the
wastewater is transported to the Franklin County Wastewater Treatment Plant.
Treatment Process
The Franklin County Wastewater Treatment Plant is a grade 4 plant with the designed
treatment capacity of three million gallons per day.
The treatment process consists of an influent pump station with an automatic bar screen.
Influent flow,pH,temperature and dissolved oxygen are monitored continuously. The
wastewater passes through a grit remover before it is treated in an extended aeration/
biological nutrient removal basin.Final clarification removes biosolids and the effluent is
filtered and disinfected with ultra-violet light before being discharged into Cedar Creek.
Final Effluent flow,pH,temperature and dissolved oxygen are monitored continuously.
The biosolids are aerobically digested and thickened before being land applied.
Mercury Minimization Plan:Franklin County is in the process of implementing the
Mercury Minimization Plan.
II. PERFORMANCE:
1. Permit Limit Violations: Franklin County Waste Water Treatment Plant failed to meet the Weekly
Winter Ammonia Average of 6 mg/L for the Month of December. Lime was added to the system to
help increase the Alkalinity and additional Alkalinity testing was added to the process control
schedule.

4. Sanitary Sewer Overflows: On February 26,approximately 1,250 gallons of untreated wastewater
from a damaged 2"wastewater force main on E.Main St. in Youngsville,On March 7,approximately
26,250 gallons of untreated wastewater overflowed from a gravity sewer line and pump station in
Youngsville caused by excessive rain of 2.5 inches. On the same day approximately 5,250 gallons of
untreated wastewater overflowed from lift station 104 in Youngsville caused by heavy rain fall.
March 29,approximately 12,000 gallons of untreated wastewater overflowed from a manhole SW
Railroad St.up from the Youngsville Lift Station caused by heavy rains. On the same day,
Youngsville Lift Station in Franklin overflowed untreated waste water 3,000 gallons caused by heavy
rain. On May 15,approximately 3,300 gallons of untreated wastewater overflowed from Lift station
103 southwest railroad street caused by heavy rain of 4.5 inches to 5.5 inches. On the same day
approximately 107,000 gallons of untreated wastewater overflowed from Lift station 103 southwest
railroad street caused by heavy rain. On the same day approximately 4,200 gallons of untreated
wastewater overflowed from Lift station 103 southwest railroad street caused by heavy rain. On the
same day approximately 24,000 gallons of untreated wastewater overflowed from Lift station 104,
Franklinton,southwest Chavis Street caused by heavy rain. On the same day approximately 42,000
gallons of untreated wastewater overflowed from Lift station 104,Franldinton,southwest Chavis
Street caused by heavy rain. On July 15,approximately 500 gallons of untreated wastewater
overflowed from a Lift station located 230 S Nassau Street in Franklin,caused by heavy rain.On the
same day approximately 1,500 gallons of untreated wastewater overflowed from Industrial Park
Sewer Outfall in Youngsville,caused by heavy rain. On the same day approximately 45,000 gallons
of untreated wastewater overflowed from Youngsville PS Gravity Outfall in Youngsville,caused by
heavy rain.On September 24,approximately 57,000 gallons of untreated wastewater overflowed from
Lift station 103 southwest railroad street caused by heavy rain. On the same day approximately 6,000
gallons of untreated wastewater overflowed from a lift station on Southwest Railroad Street in
Youngsville caused by heavy rainfall. On October 15,approximately 76,500 gallons of untreated
wastewater overflowed from Lift station 103 southwest railroad street caused by heavy rain. On the
same day approximately 3000 gallons of untreated wastewater overflowed from Franklin ton lift
station. On the same day approximately 64,500 gallons of untreated wastewater overflowed from a
manhole on Southwest Railroad Street in Youngsville caused by heavy rainfall. On the same day
approximately 9,000 gallons of untreated wastewater overflowed from pump station 104 in
Youngsville caused by heavy rain.On the same day approximately 3,000 gallons of untreated
wastewater overflowed from pump station 103 in Franklinton caused by heavy rainfall. On the same
day approximately 3,000 gallons of untreated wastewater overflowed from pump station 104 in
Youngsville caused by heavy rainfall. On November 26,approximately 21,375 gallons of untreated
wastewater overflowed from Youngsville Lift station caused by heavy rain. . On December 24,
approximately 31,500 gallons of untreated wastewater overflowed from a main sewer line outfall on
Railroad Street in Youngsville,caused by heavy rain. On December 26,approximately 6,000 gallons
of untreated wastewater overflowed from a lift station on Chavis Street in Franklinton,caused by
electrical equipment failure.
5. Environmental Impact:None
6. Corrective measures taken: In each spill episode areas were cleaned, limed and any foreign material
removed from the site. Extensive smoke testing has been performed on the entire collection system
within the Town of Youngsville.Obvious areas that are allowing the introduction of
inflow/infiltration have been addressed.
7. NOTIFICATION.
The Franklin County Department of Public Utilities makes this report available to the public through a
public notice in the Franklin Times Newspaper.
