The Site encompasses approximately 19.5 acres and is located off of Regency Boulevard in Greenville, North Carolina within Pitt County (Figure 1. Vicinity Map). The Site is composed of one parcel identified as Pitt County Parcel Identification Numbers (PIN) 4676617806 (Figure 4. Parcel Map). The Site consists of shrubby maintained open space, first successional mixed hardwood -pine forest, mature mixed hardwood -pine forest, and four potentially jurisdictional waters (RPM, two non -regulated stormwater ponds and one non -jurisdictional water — isolated. The RPW features generally drain to the stormwater ponds and then west off -site. The Site is bound by Regency Boulevard and Blazer Drive to the north, agricultural areas to the east and south, and residential areas to the west. The Site is located within the Fork Swamp -Swift Creek subwatershed (Hydrologic Unit Code [HUC] HUC 030202020402) in the Neuse River Basin. The project site drains to the west via surface flow and unnamed tributaries to Fork Swamp, which has a NC Division of Water Resources (DWR) Stream Index Number of 27-97-4 and a Stream Classification of C;Sw,NSW. The Site is located with Zone X — an area of minimal flood hazard, according to the Federal Emergency Management Agency (FEMA) Flood Insurance Rate Map (FIRM) Panel 3720467600K (effective 07/07/2014). A delineation of the Site was conducted by Timmons Group Environmental Scientist Kate Hefner and Environmental Technician Emory Quillian on February 7, 2023 to identify potential waters of the U.S. (WOTUS). The Site was delineated based upon the methodology outlined in the 1987 U.S. Army Corps of Engineers (USACE) Wetland Delineation Manual and the Regional Supplement to the Corps of Engineers Wetland Delineation Manual: Atlantic and Gulf Coastal Plain (Version 2.0). In addition, streams were delineated based upon the methodology outlined in the DWR Methodology for Identification of Intermittent and Perennial Streams and Their Origins (Version 4.11). Based on our field investigation, no perennial or intermittent stream CIVIL ENGINEERING I ENVIRONMENTAL I SURVEYING I GIS I LANDSCAPE ARCHITECTURE I CONSTRUCTION SERVICES segments we were identified within the Site. However, a total, four potentially jurisdictional water (RPW) features, two non -regulated stormwater ponds, and one isolated non -jurisdictional water were found within the Site. The four RPW features totaled approximately 9,944 square feet (0.23 acres). The two non -regulated stormwater ponds totaled approximately 45,916 square feet (1.05 acres). The one isolated non -jurisdictional water totaled approximately 1,293 square feet (0.03 acres). The delineated features are depicted on Figure 6. Wetlands and Waters of the U.S. Delineation Map. A review of the most recent U.S. Geological Survey (USGS) topographic map (Greenville SW, 2022) and published version of the Pitt County soil survey map (1974) indicates one feature would be subject to riparian buffer rules (Figure 1. Vicinity Map, Figure 5. NRCS Soil Survey Map). This potential feature is mapped along the western boundary of the Site.
