Soil Analyses SECTION 1 SYNAGRO February 23, 2023 REFERENCE: EXPLANATION OF NON -COMPLIANT ANNUAL REPORT OF PERMIT # WQ0034688 NEUSE REGHIONAL WASA On behalf of the Neuse Regional WASA, Synagro is submitting an explanation of why the 2022 annual report is marked non -compliant. In this annual report you will find that 341.91 Dry Tons were land applied, but there are not enough sampling results for dry tonnage applied. Since we applied more than 319 dry tons, there should have been 4 sample results for the year, but only a single sample was taken. That sample was taken during the same quarter the material was land applied. Historically depending on the percent solids, the dry tonnage will vary drastically. In 2022 when we proj ected the amount material, we were going to land apply we proj ected under the 319 mark. After hauling we also double check the amount, we haul to know the dry tonnage amount, but in 2022 we double checked the amount hauled before all the tickets we inputted into our system which led to this oversight. Going forward, to prevent this issue again, we are going to take quarterly samples. Over the past few years, the dry tonnage amount has been increasing so we are now going to do quarterly sampling. The facility did not exceed any of the Pollutant Concentration Limits in I SA NCAC 02T .I 105(a) or the Pollutant Loading Rates in 15A NCAC 02T .I 105(b) (Applicable to 40 CFR Part 503 regulated facilities). 7. All general requirements as specified in the Land Application Permit were complied with (applicable to 40 CFR Part 503 regulated facilities). 8.
