Subject: Request for a NW 14 Permit, and DWR 401 Authorization for the relocation of the intersection at
NC 11/42 and NC 903 in Martin County. WBS # 50138.1.FR24
The North Carolina Department of Transportation is requesting the issuance of a NW 14 permit
and corresponding DWR 401 certification for the relocation of approximately 1000 feet of roadway along
NC 903 in Martin County. This project is being proposed to realign the existing intersection, in an effort to
reduce the amount of traffic accidents, of which, some have resulted in fatalities. The intersection
realignment will offset the NC 903 alignment to the east by nearly 500 feet. The intention is to create more
north bound traffic focus on NC 11/42 east and west bound traffic, as they move through the intersection,
thus, preventing collisions from NC 903 traffic, travelling north or pulling out on to NC 11/42.
This roadway relocation will cross a 1 S` Order upper reach stream that will be impacted by the
proposed project. This stream has been previousiy altered and impacted by row crop agricultural practices,
which are currently ongoing along either side of the feature. Within the proposed road alignment location,
the current stream is channelized with very steep slopes and its banks are mowed. Downstream of the
proposed impact area, the stream enters a forested area and has natural stream characteristics. This stream
flows to a culvert crossing under NC ] 1/42 approximately 900 feet to the northeast and then, eventually
makes its way to the Roanoke River floodplains. The unnamed tributary carry's the receiving DWR water
classification of "C", which is assigned to the Roanoke River.
NCDOT has attempted to reduce the impacts to the tributary by relocating 225 feet of the stream
into a newly constructed roadside ditch with 4:1 slopes. The stream relocation will result in the loss of 15
feet of stream, due to the alignment shift and change in geometry. The road crossing will require 72 feet of
36-inch concrete culvert installation in the stream bed. The cuivert has been aligned at a perpendicular
angle to reduce the amount of permanent impact. The culvert will be installed at a depth of 6 inches below
the stream bed, as shown on the provided permit drawings. Beyond the culvert placement there will be 38
feet of temporary impact, resulting from stream bank excavation and grade work. The flow line of the
stream will remain within the same foot print, with the banks being cut to a gentler slope and allowing for
the new roadside ditch to flow into the drainage. There is no wetland impact associated with the proposed
project. NCDOT will follow our BMP's for culvert installation and control of erosion/sedimentation, per
the approved plans. Equipment used for the road realignment will include excavator, bulldozer, motor
grader, dump trucks and asphalt grading and paving equipment.
