PROJECT DESCRIPTION This CAMA major permit application is a modified version of the CAMA major permit application that was submitted in September 2015 and issued on November 21, 2014 by CRC Variance for the installation of sandbags to protect threatened homes on Oak Island, NC. The information presented in this application package still includes the installation of a sand bag revetment. however, this proposal includes excavation of approximately 4,000 cubic yards from the "spit" located on the West end of Oak Island to cover the existing sandbags and an extension request past the April 31, 2015 moratorium date to complete the project. The relative information of the new project is described below. The project disposal site is located between 6615 & 6623 West Beach Drive, adjacent to the Atlantic Ocean, within the Town of Oak Island, in Brunswick County To find the project site, travel south on US Highway 17 to NC Highway 133 South Travel approximately 22 miles south on NC -133 to Dosher Cutoff SE/ NC -133 Turn onto Dosher Cutoff and then turn right on Southport- Supply Rd SE/ NC -133 Travel approximately 0 8 mile and turn left onto NC -133 Travel on NC -133 to Oak Island and turn right on E Oak Island Drive Turn left on Middleton Drive Turn right on West Beach Drive and travel approximately 3 6 miles to 6615 W Beach Drive The project area will be the next four properties on the left The project excavation site is located on the far west end of Oak Island and can be viewed from the parking lot located at the terminal end of W Beach Drive The properties consist of four single - family lots with a total area of approximately 25,000 square feet Each lot is occupied by a single - family home The project area is bordered by West Beach Drive to the north, a lot with a single - family residence to the east, a vacant lot to the west, and the Atlantic Ocean to the south The annual long- term erosion rate for the project areas is 2' /year, per the Division of Coastal Management's 2011 Annual Erosion Rate maps The project area is located outside, but immediately adjacent to the boundary of the Inlet Hazard Area This particular area has been subject to "accelerated erosion" since the beginning of this year This necessitated the permitting of sandbags under the general permit in May 22, 2014 for these four properties (general permits #63904D- #63907D) At that time, the erosion escarpment was located as close as 6' to the foundation pilings of the house at 6621 W Beach Dr The distance from the escarpment to the foundation of the other houses ranged from approximately 18 -20' Sandbags were installed at the end of May 2014 to a height of 6' (3 bags in height) but with a base width of approximately 10 -15' On November 21, 2015 State Permit No 10 1- 14 was issued by CRC Variance to allow for additional sandbags to be placed on top and landward of the existing sand bags to increase the height and width of the revetment The height of the sandbag revetment has been maintained to the existing elevations at the top of the erosion escarpment This elevation ranges from 1126' to 15 7'NAVD88 The sandbags were authorized to have a base width of 30 ft The bottom of the existing escarpment ranged from approximately 5 5' to 7 5' NAVD 88 at that time, which translated to a current elevation difference of approximately 6 -8' from top to bottom The applicants proposed to truck in beach compatible sand from an upland source to cover the sandbags At this time a berm is being created seaward of the sandbags as a result of the dredging of Eastern Channel as part of the Lockwoods Folly Habitat Restoration Project authorized under State Permit No 21 -15 which was issued to the Town of Oak Island on February 13, 2015 The waters of the Atlantic Ocean in this area are classified as SB by the North Carolina Division of Water Resources The area is not designated as a Primary Nursery Area by the North Carolina Division of Marine Fisheries and is CLOSED to the harvesting of shellfish Barry Golob, et al. MODIFIED Page Three PROPOSED PROJECT: The applicant proposes to excavate approximately 4,000 cubic yards of sand from the "spit" located on the West end of Oak Island to cover existing sandbags protecting threatened residences The applicant is also requesting a two -week extension past the April 31, 2015 moratorium date in order to complete the requested project. According to the application package, site drawings and project narrative, the sand will be placed between the house structure pilings and the sand bags and on top of the existing sandbag structure sloping upward to a height of approximately 7 ft (This elevation ranges from 11' to 15' NAVD88) (see Sheet 3 of 3) The material will ultimately tie into the berm created from beach nourishment activities associated with the dredging of Eastern Channel The applicant proposes to cover the sand bags with sand from an area west of the project site, labeled and referred to as the "spit" The spit is a broad, relatively flat, dry sand beach area that is located along the far western section of the island The area is generally undisturbed (see Sheet 1 of 3) The applicant has submitted a letter from the Town of Oak Island authorizing excavation of 4000 cubic yards of sand from the "spit" as proposed in this modification request for State Permit No 101 -14 As proposed, the applicant would remove approximately 12 in -241n (top layer) from the spit, or approximately 4,000 cubic yards from within an area measuring approximately 400 ft m length by 300 ft m width All material will be excavated from above normal high water (NHW) As planned, the construction methodology would proceed as follows The homeowners, or their contractor, would use an excavator and/or front end loader to remove the required amount of material from the spit Once loaded, the dry sand would be placed in trucks and transported along the beach front to the homeowner properties located between 6615 & 6623 West Beach Drive 10. ANTICIPATED IMPACTS: The applicant's proposal to remove sand from the "spit' would result in the disturbance of approximately 2 75 acres of dry sand beach, from which approximately 4,000 cubic yards of material would be removed The excavated material would be pumped into an approximately 230 linear foot section of sand bags, which measure approximately 30' in base width and up to a height of 15 7'NAVD88 Approximately 120,000 sq ft of material would be placed at or landward of the existing sandbag structure The applicant has provided a copy of an agreement from the Town of Oak Island for this project Impacts to the "spit" area, as a result of project completion, are uncertain and unknown at this time Increases in turbidity should be expected during the project, however, they should dissipate once the project is complete The request for an extension into the moratorium is included in the application package Submitted by: Tara MacPherson Date: March 27, 2015 Office: Wilmington NARRATIVE PURSUANT TO SECTION 6A FOR MAJOR MODIFICATION TO PERMIT NO. 101 -14 FOR 3/13/15 GOLOB PROJECT AT WEST END OF OAK ISLAND The homeowners located at 6615, 6617, 6621 and 6623 West Beach Drive are applying for a mayor modification to their existing Permit No. 101 -14 for the purpose of excavating approximately 4000 cubic yards from a 400x300x2 feet area of the Spit located at the West end of the beach on Oak Island, NC As per their existing Mayor Permit, the homeowners will place this beach compatible sand on top of the existing sandbags at their properties, as well as to backfill landward of the sandbags to the existing structures in order to combat the erosion that has taken place over the past year Some sand will be placed on top of the newly created berm in order to properly slope from above the sandbags waterward We estimate that sand may be placed on approximately 40 feet of the berm seaward of the sandbags in order to properly slope from above the sandbags The homeowners propose to truck the sand from the Spit using backhoes, dump trucks, excavators, and possibly bulldozers and bobcats The trucks will enter the site at the West end Point and then excavate the sand and transport it along the beach to the homeowner properties The trucks may also transport it on West Beach drive from the Spit to the homeowner properties.
