OF ENVIRONMENTAL QUALITY 450 Hanes Mill Road, Suite 300 Winston-Salem, NC 27105 SUBJECT: NOTICE OF VIOLATION TO ASSESS CIVIL PENALTY Tracking Number NOV-2021-LV-00 Permit No. NCO0660 Lansing WWTP Ashe. County Dear Mr. Snider: Our Town is very concerned about adhering to all requirements as specified in our permit. To prevent this situation from ever occurring again, we are doing the following: 1. The Town has identified the most likely source of the problem. 2. This user is a cidery, which is a seasonal discharger, most active in the fall and winter. 3. Elevated levels of BOD have been measured entering the W WTP during this operation. 4. Town employees and mayor have met with this user to discuss this problem. Last year the user agreed to capture settled solids from its fermentation process rather than discharging them into the sewer. That has helped, but further measures will be necessary. We are scheduling a meeting with this discharger and the Board of Alderman to discuss additional steps. 5. Other than the inhibition caused by this user, the W WTP has a history of compliance with its NPDES permit. 6. Our Alderman are exploring the adoption of a Sewer Use Ordinance obtained from the PERCS Unit. 7. Our Town has reached out to the NC Rural Water Association. A meeting has been scheduled with their wastewater specialist for Thursday, April 8 h. We will discuss options available to mitigate the discharge in question, such as methods to eliminate all process flows from entering the Town's collection system. With the completion of the seven steps identified, we feel the problem is being addressed and will not be allowed to continue. If we can be of any further assistance, please contact us.
