This email is in reference to the Basil Holt - Burlington Force Main (DWR #14- 0148), located in Alamance County and is in
follow -up to our phone conversations this morning The project consists of the construction of ±15,850 If of sewer force
mail, which will connect the existing Basil Holt pump station at Apple Blossom Lane (which is being renovated to be the
main discharge pump station for the Town) to the East Burlington Waste Water Treatment Plant The connection of the
force mail to the WWTP required a directional drill beneath the Haw River
The directional drill beneath the Haw River has commenced and is approximately 50% complete Since the bore under
the river is through dense, very hard rock and because of the size of the bore required, the bore is being completed in
three phases, with the first being the pilot bore (6" diameter), followed by 2 incremental reaming expansions of the bore
(the first to 12" diameter and the second to 18" diameter) to achieve the required diameter. The pilot bore was
accomplished with no incidents Yesterday afternoon during the first reaming expansion, the contractor and the W &R
onsite observer identified a small plume in the Haw River and immediately shut down the drilling Upon further
inspection, it was determined that the reaming expansion of the hole has apparently crossed a fracture in the rock,
which is allowing the bentonite- drilling mud to seep out into the Haw River Drilling was stopped yesterday to assess the
situation, so we do not have an accurate assessment of the true size of the leak or the size /length of the plume before
dilution occurs I have attached the Material Safety and Data Sheet (MSDS) that for the bentonite drilling mud being
used.
There is no engineering control that can be used to seal the fracture to eliminate the leak Due to the distance already
drilled under the Haw River, relocation of the bore hole for the force main is not a feasible option, and encountering
another fracture with a new bore is very likely Therefore, drilling is ongoing, as the only way to stop the leak will be to
finish the drilling and remove the bentonite drilling mud from the bore hole by installing the force main It is estimates'
that there is approximately 7 more days of drilling required to complete the bore beneath the Haw River. During this
time, there will be a constant leak of bentonite drilling mud into the Haw River.
There was also an additional small release of bentonite drilling mud discovered within the intermittent stream
immediately east of the WWTP on the south side of the Haw River which affected approximately 150 If of the
channel. Over the weekend, rainfall runoff caused the temporary bore pit on the south side of the river to overflow,
causing the bentonite drilling mud to sheet flow through the grass and enter the intermittent stream and ultimately the
Haw River The congealed bentonite was approximate 1 -2 inches thick on the stream banks The contractor constructed
temporary check dams in the upper reach of the stream to contain the additional muddy runoff The contractor also
used a vacuum truck to suck the congealed bentonite off of the stream banks Due to the loss of suction at a certain
distance from the vacuum truck, the vacuum removal of the congealed bentonite was only successful for about 50' The
contractor is planning to clean the remaining ±100' of stream bank by hand this morning
