Ten vegetated infiltration basins (bioretention areas) are proposed for this project to provide stormwater runoff
treatment (quantity, character, or constituents). Three of these vegetated infiltration basins are located adjacent
to the stream channel which crosses the upper edge of the project area. Without these stormwater management
measures, all polluted stormwater runoff from the lower (downslope) project area would directly discharge to
surface waters without treatment. The three vegetated infiltration basins located adjacent to the stream channel
have been placed in this location to capture upslope stormwater runoff prior to entering surface waters. The
largest two of these three vegetated infiltration basins impact jurisdictional wetlands.
These vegetated infiltration basins address quantity, character, or constituents of the stonnwater runoff. Such
protects the biological, physical, and chemical characteristics of the receiving waters. All stormwater runoff
from the 10-year 24-hour storm is captured and fully infiltrated by the vegetated infiltration basins. More than
97% of all precipitation events are smaller (less rainfall) than the 10-year 24-hour storm. Less stormwater runoff
will leave the site after full project build-out than does currently.
The receiving stream channel is currently unstable and in very poor condition, apparently having been denuded
and dredged some years ago. The adjacent wetlands are also in poor condition from these impacts. The
proposed stormwater managements system, including the three vegetated infiltration basins located adjacent to
the stream channel, will aid in stream rehabilitation.
The net benefits of the three vegetated infiltration basins adjacent to the stream channel far outweigh any
negative impact from the minor impacts to jurisdictional waters. It is likely - if not nearly certain -that there
will be a net increase in jurisdictional wetlands at the site due to construction of the these three vegetated
infiltration basins. This expected increase is due to the lateral seepage of stormwater from the infiltration basins,
which will produce downslope hydric soil conditions.
The project developer (owner/applicant) has made a good faith effort to undertake site development in a
sustainable manner and has gone well beyond regulatory requirements in an effort to do such. This is not limited
to stormwater management, but also includes project landscaping with all native vegetation (excluding roadside
grass turf).
