application:
Mitchell Mill Road is an existing two-lane road with grass shoulders on both sides. Existing land use in the vicinity is
primarily residential development with a few commercial properties throughout the corridor.

3d. Explain the purpose of the proposed project:
The proposed project will widen Mitchell Mill Road from the current two-lane road to a four-lane road with curb and gutter,
and will add a 23’ raised, landscaped median. Sidewalk and bike lanes will be installed in both directions of travel from
Louisburg Road (US 401) to east of Forestville Road to improve pedestrian utility and safety through the project corridor.
Left turn lanes will also be constructed to allow access to side streets while improving traffic flow through the corridor.

The proposed project will widen approximately 1.5 miles of existing roadway corridor, and is being funded and
constructed by the City of Raleigh. The project will extend existing culverts to facilitate the roadway widening. Typical
road construction equipment will be utilized including excavators, backhoes, graders, dump trucks, cranes, and asphalt
pavers.

D. Impact Justification and Mitigation
1. Avoidance and Minimization
1a.Specifically describe measures taken to avoid or minimize the proposed impacts in designing project.
The existing roadway is being widened along the current alignment to minimize impacts to the stream and wetland systems
found along the project corridor. Any other alternative would have resulted in significantly greater wetland and stream impacts
than widening along the existing corridor. Impacts will be associated with culvert extensions necessary to widen the roadway
and outlet protection measures to ensure the long-term stability of the channels crossing the project corridor. Level spreaders
have been placed where feasible to minimize impacts to receiving streams and downstream waters from sediment and
erosion.
1b.Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
Impacts to stream and wetland features will be minimized wherever possible throughout the construction process by avoiding
stream and wetland features as practical. Construction equipment and material staging areas will be located in uplands where
feasible, and silt fencing will be used throughout the corridor to protect downstream water quality throughout construction.
Best Management Practices (BMP) and measures will be used to reduce stormwater impacts to receiving waters and
minimize runoff from the construction areas.

3c. Comments: The City of Raleigh currently has an open Request for Proposals (set to close February 27, 2015) for
mitigation bank credits sufficient to satisfy the required compensatory mitigation for the proposed project. Based on
conversations with active mitigation banks servicing the project watershed, it is anticipated that third party mitigation bank
credits will be available to provide mitigation credits. In the event that the RFP does not find suitable or sufficient mitigation
credits, mitigation will be secured with NCEEP through the in-lieu fee program. Mitigation credits will be secured prior to
initiating any construction activities.
Once the RFP closes, Kimley-Horn will submit the Statement of Availability for third party mitigation credits or the NCEEP ILF
Letter of Acceptance (as applicable) to the USACE.

The NC Natural Heritage Program Element Occurrence Database (updated January 2015) indicates no known
occurrences within the project area or within one mile of the project area of any federally listed species. Habitat is not
present in the study area for red-cockaded woodpecker, but potentially suitable habitat is present in the project study area
for Michaux’s sumac along roadsides and utility corridors.
Pedestrian surveys were conducted by Kimley-Horn staff on May 28, 2014 and no occurrences were identified. Prior to
conducting the pedestrian surveys, Kimley-Horn staff viewed a known population of Michaux’s sumac approximately 5
miles south of the project location. Potentially suitable habitat for dwarf wedgemussel is present in the Neuse River
tributaries, however per USFWS documentation, dwarf wedgemussel has been extirpated from the Neuse River, and
given the developed nature of the upstream watershed, it is unlikely that dwarf wedgemussel are present in the study
area.
Due to a lack of known occurrences, and the lack of observed individuals in the study area, the proposed project will have
no effect on any federally threatened or endangered species.

The NOAA Essential Fish Habitat Mapper was reviewed in March 2014 and no essential fish habitat or habitat areas of
particular concern were found within the project area.
