Alutrien- Feeding the Future - February 27, 2023 NC DEQ Division of Energy, Mineral, and Land Resources Brianna Young 1612 Mail Service Center Raleigh, N. C. 27699-1612 Permit Renewal NPDES Permit NCS000520 PCS Phosphate, Inc Morehead City Terminal Carteret County The following is the renewal package for NCS000520. As preferred a copy of this package has been e- mailed to brianna.young@ncdenr.gov as the second copy. Included in this package are the following items: • Cover Letter • EPA Form 1 NPDES • Topographic Map • Signatory Authority Letter • Figure I Site Drainage Map (Highfill Infrastructure) • EPA Form 2F NPDES • Summary of Analytical Monitoring Results • Summary of Visual Monitoring Results • Stormwater Pollution Prevention Plan Development and Implementation Certification • Supplemental Information Required for Renewal of Individual NPDES SW Permit Outfall 200 is sampled from Drop inlet #201 (see Outfall 100 and 200 Drainage Areas Drawing). Please note that the invert of this Drop Inlet is -2.4. At this elevation seawater will be present resulting in a non- representative sample of the discharge. This drop inlet is the only one in which stormwater from the north and south sides of the western end of the Phosphate Storage Warehouse are combined prior to discharge. Due to these physical conditions a representative sample of the discharge is not possible, and we therefore request that the requirement to sample Outfall 200 be removed from the permit. Please do not hesitate to call me at 252-322-8263 should you have any questions concerning this. Very .
