Hey Ryan,
Thank you for your quick response to Ryan's review of the Year 3 Cloud and Banner Monitoring
Report. Your response is acceptable, however DWR will want to add this site to our list of site visits
for the Spring/Early Summer. It is encouraged that EBX perform vegetation maintenance, maybe
ring sprays, prior to the Fall, that may help reduce the competition of the pasture grasses on planted
stems. Especially, if the heights of the stems are an issue site -wide. Please coordinate with me for
scheduling a site visit for first of June.
DWR will approve a 20 % reduction off the current bond amount.

Hey Ryan,
1. We will make sure to update to the correct project number in future reports.
2. Vegetation plot 5 has an average height of 3 feet with all "good" vigor. I think veg plots 7, 8, and 10
could be experiencing some competition from pasture grasses. Vegetation plot 9 (part of the
stream/wetland project) is located in this area and is also relatively short. Additionally, a large tree fell on
veg plot 8 which took out some of the trees. RES does not believe any remedial actions are necessary at
this time, but if the trees do not "leap' in MY4 monitoring and DWR is still concerned, we can add
container trees.
The continuation certificate from 9/4/22 to 9/4/23 is attached. With the credit release we would like to request a
20% bond reduction for the new penal amount of $40,000 for bond # K4017199A. Can you please include a
reduction statement with the bond # and new penal sum in it for surety?

Hi Ryan,
DWR has reviewed the Year 3 Monitoring Report for the Cloud and Banner Nutrient Offset and
Buffer Mitigation Site and have the following comments:
1. The correct project number for this site is 2016-08470, not 2016-0847v2. Version 2 refers to
the stream and wetland mitigation site. Please use the correct project number for all future
monitoring reports.
2. Upon looking at height data in plots 5,7,8 and 10 it appears that stems are shorter than
expected at year 3. Are there any factors that may be contributing to this low height? None
were mentioned in the report. The vigor data was also concerning in many of these plots. Are
there any remedial actions necessary and if so, what would those actions be?
Thank you for your attention to these comments. Please provide an adequate response to all items
above along with supporting documents if required. Considering the response provided is adequate
to address the comment/s above, this monitoring report will be approved. Confirmation of bond
renewal through next year's monitoring will be required prior to the issuance of a credit release.
