The Town is in receipt of the Notice of Violation & Intent to Issue Civil Penalty Notice NOV-
2020-DV-0352 concerning the sanitary sewer overflow that occurred during the month of May,
2020 at the West Ridge Pump Station. The overflows occurred as a result of heavy rainfall and
Inflow/Infiltration over a two -week period.
During the week of May 18 -31 rainfall was measured at 11.7 inches.
For the month of May, the total of 11.7" of rainfall was recorded, all occurring within the two -
week. period which saturated the soil. The Town's wastewater treatment plant which has a
design flow capacity of 0.480 MGD, measured flow greater than 1.0 MGD on several days
during this two -week period. The extraneous flow into the pump station exceeded the pumping
capacity which resulted in the overflow. The pump station utilizes 3 pumps and all pumps were
operating. Attached for your review is a picture of the pump station during the May 20, 2020
overflow. 11

The Town continues its efforts to identify and correct Inflow/Infiltration areas of concern.
Commissioner Jim McIntosh, Water and Sewer Commissioner, walked most of the creeks during
that period with Suez, Contractor for Water/Sewer and Public Works and suggested to them the
importance of televising the creek crossings within the wastewater collection system. The
overflow resulted from natural events and circumstances uncontrolled by the Town.
The overflow was not intentional and the Town did not benefit economically from this event.
The Town is committed to operating and maintaining its sewer collection system and has
allocated $240,000 for sewer projects and equipment for the 2020/2021 fiscal year to make
improvements in the collection system.
The Town of Ramseur is a small community of less than 1,500 customers. The assessment of
civil penalties will be an encumbrance for our citizens and deduct from the budgeted funds for
improvements. The Town respectfully request your office to cease the assessment of civil
penalties and afford the Town the opportunity to invest in upgrading the collection system.
