2022 Pretreatment Annual Report Narrative
A. General Program Information: Program Updates
➢ The Town's received a renewed NPDES discharge permit effective May 1, 2022. The
permit contains a 3-year compliance schedule for copper with the option to perform a
WER study. However, monthly monitoring for copper beginning in June 2022 indicates
that the plant is already compliant with the permit limits.
➢ An updated STMP was submitted to the Division on May 9, 2022, and was approved on
June 6, 2022. The updated STMP includes additional pollutants of concern and lower
PQLs for some pollutants to address headworks allocations and the hardness -based
metals determinations. The Pretreatment Program began sampling based on the
approved, updated STMP in June of 2022. Quarterly data collected in 2022 are
summarized in Section VII of this report. Please note that the contract laboratory has
not met the requested PQL of 1 µg/L for 1,4 dioxane and has not provided a data
qualifier on the reports for the higher LOD. The POTW has informed the lab that retests
will be required going forward if the PQL is not met or a data qualifier is not included
in the lab report.
➢ An extension for the Headworks Analysis was requested in order to allow time for
collection of data per the updated STMP. The extension for the analysis was granted by
the Division. The new due date is May 15, 2023. The Pretreatment Program Information
Database sheet incorrectly lists the due date as May 15, 2022. Please note the comment
on the included PPID sheet and the included letter from the Division granting the
extension.
➢ No wastewater treatment plant NPDES non-compliance events due to industrial users
occurred in 2022.
➢ The Pretreatment Program was inspected by the Winston-Salem Regional office of
NCDEQ on May 13, 2022, and found to be in compliance.
B. Industrial User and Compliance Information: Matlab, Inc. (IUP # 0002)
➢ This SIU performed all flow sampling and reporting as required.
➢ The SIU was inspected once and sampled twice by the POTW. The POTW monitoring
of the industry included new STMP parameters, e.g., BOD, Ammonia and 1,4 dioxane.
Data for routine and these additional parameters are summarized in the IDSF.

Additionally, the POTW monitored the industry for PFAS/PFOS compounds, and the
data are included in a summary table in Appendix A of this report.
➢ The POTW noted a technical error in the IUP EL&MR. The frequency for POTW
monitoring of the industry was inadvertently not listed for many of the pollutant
parameters. The POTW issued a corrected EL&MR to the industry. A copy of the
transmission letter and the correction are included in Appendix B of this report.
➢ The SIU provided the permit required/allowed certifications for the alternative to
monitoring for Cyanide, Silver and TTO testing.
➢ The SIU remained compliant with its IUP throughout 2022.

Dear Mr. Lewallen:
The Municipal Unit of the Division of Water Resources has reviewed the updated Short Term Monitoring Plan
(STMP) for the Town of Ramseur (NC0026565). The submission was received 05/9/2022.
The review indicates that the revised STMP is adequate and meets the requirements needed to establish a site -specific
Headworks Analysis (HWA). Proper implementation of a STMP is also required by your NPDES permit. Please refer
to the Comprehensive Guidance for North Carolina Pretreatment Programs (Comprehensive Guide) for additional
information and examples. Modifications to the STMP must be approved by the Division.
The request to extend the HWA due date is granted after updating STMP PQLs as was required in the 04/06/2022
renewal of the Town of Ramseur's NPDES permit. The approved HWA Due Date is extended to May 15, 2023.
Regardless of approval action today, within 180 days of the effective date of any reissued or modified NPDES permit
the Permittee would be required to submit to the Division a written technical evaluation of the need to revise local
limits (i.e., an updated IWS, or documentation of why one is not needed). This action may include revising, updating,
or adding to the list of Significant Industrial Users (SIUs). Pursuant to 15A NCAC 2H .0907(b) either the Division
or the permittee may initiate pretreatment program revisions.
Federal and State pretreatment regulations require the local delegated pretreatment program- to effectively control
and document the discharge of wastewater from Significant / Categorical Industrial Users to the POTW. It is the
POTWs responsibility to ensure these objectives are constantly met.

Industrial User Pretreatment Permit #0002
Dear Mr. Bower:
It was recently noted by the town that Part I, Section F, the Effluent Limits and Monitoring
Requirements table was missing the frequency requirements for the POTW monitoring of the
industry for several pollutant parameters. The town has continued to monitor at the industry
twice per year, but this was not reflected as a requirement in the permit.
Enclosed, please find a corrected Effluent Limits and Monitoring Requirements page (Page 7
of the IUP). Please replace the existing Page 7 of the IUP you have on file with this page. I
have also included a marked up copy of the old Page 7 indicating what was missing, for your
reference.
Please note: There are no limits changes or monitoring frequency changes for what Matlab
currently does. Monitoring of flow should continue as usual with no changes to the
requirements. This edit was to correct a typo only in the town's monitoring responsibilities in
the original permit.
