Collection System Permit No. WQCSW349 Gibsonville Collection System Alamance County Mr, Snider, I '.i r Y3s5) 449-7i4`1 ,/26/2r)21 The Town of Gibsonville appreciates the opportunity to provide context and justification as to why a civil penalty should not be assessed for the subject sanitary sewer overflow (SSO) that occurred on Ol/13/2021. The SSO was identified near the Intersection of Pitts Road and Elon Ossipee Road and was quickly linked to the towr{s 12-Inch ductile Iron force main from the Travis Creek Pump Station. Town staff immediately called 811 for emergency utility locates, a local contractor to assist with repairs, and pump trucks to the Travis Creek pump station to minimize the volume of the SSO. A previously reported SSO occurred at this same location in November 2003 when the force main was damaged during the installation of wooden posts associated with an NCDOT guardrail on the west side of Elon Ossipee Road, The force main was repaired to industry standards in 2003 with a full circle stainless steel repair clamp and placed back into service. After excavating around the force main during the most recent SSO, a damaged repair clamp was identified as the source of the leak. Based on the conditions encountered during the most recent repair, the town theorizes that the re -installation of the guardrail post in 2003 likely created a weak spot in the repair clamp. After approximately 18 years of service, it appears the damage to the repair clamp gave way, resulting in the most recent SSO. I have included photos of the incident, the damaged repair clamp, as well as the permanent repair. To avoid a similar occurrence in the future, the January 2021 repair was made by cutting out a section of the force main and Installing a new piece of ductile iron pipe with Hymax couplings- Town staff also met with NCDOT to coordinate the re -installation of the guard rail post to a safe distance behind the force main. As of the date of this letter, the town has not received any additional information from NCDOT on a scheduled relocation of the rail post. The town will continue to reach out to NCDOT to inquire about the schedule to ensure that the relocation plan is followed through as previously discussed. The Town of Gibsonville reacted Immediately when notified of the most recent spill. Several resources Including Internal town staff as well as multiple external on -call contractor support were utilized to minimize the volume and duration of the SSO. Permanent repairs were made to the force main and coordination with NCDOT to have the guard rail relocated to a more appropriate location have taken place. I believe the town reacted appropriately and efficiently to resolve the situation and do not believe that a civil penalty is appropriate based on a review of the events as they occurred. The town works very hard and spares no expense to maintain the Gibsonville Collection system with a goal of 100% compliance in mind.
