We are looking for your approval on managing GAC fines from initial sluicing into the Outfall 004 plant. Below is a summary of our discussion: We are requesting permission to transfer up to 3 frac tanks of treated water containing carbon fines from the GAC backwash process at Outfall 004 plant to the currently operating Outfall 003 plant. Below are the details of this request: • Carbon fines are generated when treated water is used to sluice in and backflush new carbon being installed into new carbon vessels; In a fully commissioned treatment plant, there are plenty of treatment solids already generated, so that carbon fines generated upon backflushing of clean carbon loading, can be mixed with treatment solids for proper handling. At the Outfall 004 plant, we have just started up the treatment system and solids have not yet been generated. Procedure for processing at Outfall 003: • The water containing the carbon fines at Outfall 004 treatment system will be treated groundwater that has passed through the currently filled carbon vessel Train 1. • This treated water will be used to sluice in and backflush new carbon being installed into Train 2. • That water is then transferred to GAC backflush holding tanks and, in this case, moved to frac tanks that will be brought to Outfall 003 plant. • The water and carbon fines will be transferred into the cone tanks at Outfall 003 plant with other solids, and the water decanted over to the oxidation tanks at the Outfall 003 plant where it will run through the entire Outfall 003 treatment system. • The fines will be processed along with the other treatment solids at the Outfall 003 plant. We foresee this GAC fines management occurring when we fill Train 2 carbon vessels next week (week of Feb 20), and also again when we fill Train 3 carbon vessels (early to mid -March). After the final Train is filled with carbon, we believe that we will have started generating solids at the Outfall 004 plant and future carbon changeouts would then process backflushed carbon fines through the Outfall 004 solids system. Per our discussion, there is a cone tank at the Outfall 004 plant, it is just part of the solids handling system which has not yet started up. Please let me know that you approve of this process and we will get started early next week.
