Extended Air Wastewater Treatment Plant
Macon County
Dear Mr. Joslin:
A letter of request for Authorization to Construct was received March 18,
1985, by the Division and final plans and specifications for the subject pro-
ject have been reviewed and found to be satisfactory. Authorization is hereby
granted for the construction of a 9000 GPD wastewater treatment facility consist-
ing of a bar screen an 11,250 gallon aeration tank, a 2109 gallon clarifier, a
1,354 gallon aerated sludge holding tank, two 50 CFM blowers, a prepackaged
tertiary filter system with a 36-inch diameter filter, a 673 gallon aerated
clear well, a 693 gallon mud well and .associated backwash pumps, two effluent
dosing pumps and ultraviolet disinfection.
This Authorization to Construct is issued in accordance with Part III
paragraph C of NPDES Permit No. 14CO060844 issued June 10, 1985, and shall be
subject to revocation unless the wastewater treatment facilities are constructed
in accordance with the.conditions and limitations specified in Permit No. NC0060844.
The Permittee must employ a certified wastewater operator in accordance with
Part III paragraph D of the referenced permit.
The sludge generated frean these treatment facilities must be disposed-of in
accordance with G.S. 143.215.1 and in a manner approvable by the North Carolina
Division of Environmental Management.
The Asheville Regional Office, telephone number 704-253-3341, shall be
notified at least twenty-four (24) hours. in advance of operation of the in-
stalled system so that an in-place inspection can be made of said system prior
to operation. Such notification to the Regional Supervisor shall be made during
the normal office hours from 8:00 a.m. until 5:00 p.m. on Monday through Friday,
excluding :State Holidays.

In event the facilities fail to perform satisfactorily in meeting its
NPDES permit effluent limits, Laurel Hills, Inc. shall take such immediate
corrective action as may be required by this Division, including the constract-
tion of additional wastewater treatment and disposal facilities.
This pennit shall became voidable unless the Tri-Party Agreement covering
'the operation and maintenance of this system between the Laurel Hills Owners
Association, Laurel Hills, Inc., and the North Carolina Division of Environmental
Management is in full force and effect.
