There are no longer action level standards for this parameter. • Turbidity monitoring was reduced to 2/month as there is no limit present (per current WTP guidance) • Copper Monitoring has been removed from the permit. Review of data from the past permit cycle demonstrated no reasonable potential for the discharge of copper from this facility to exceed water quality standards. • Instream and effluent hardness monitoring requirements were removed. Copper was previously the only hardness -dependent metal being sampled. As of this renewal, copper monitoring requirements are removed, so hardness monitoring is no longer needed. • The limit for Fluoride has been removed, and monitoring has been reduced from monthly to quarterly. Review of data from the past permit cycle demonstrated no reasonable potential for the discharge of fluoride from this facility to exceed water quality standards, however monitoring will remain since fluoride is used in the water treatment process. • 1,4-dioxane monitoring was added to A.(I) per draft 1,4-dioxane permitting strategy with footnote for monitoring frequency reevaluation o Removed for 2" d notice, no longer part of strategy • The requirement to conduct sampling concurrent with WET testing is no longer part of the Division's permitting strategy. The footnote requiring concurrent sampling with WET testing has been removed from A(1). • Section A. (2) has been updated to include language for electronic submittal of toxicity results • The language of Section A.(4) Electronic Reporting of Monitoring Reports has been updated to be consistent with current federal requirements for electronic reporting. 211 Public notice (September 2022) This facility was public noticed previously (October 2021) along with four other Water Treatment Plants. The original notices included the proposed addition of monthly monitoring for 1,4 Dioxane. There was no limit associated with this requirement, just monitoring and reporting. After completion of the notice process the Division has reviewed and worked to update its strategy for addressing 1,4 Dioxane. The updated strategy will not require monitoring for Water Treatment Plants, it instead focuses on areas that are more likely potential sources of 1,4 Dioxane. Water Treatment Plants themselves do not appear to have sources of concern for 1,4 Dioxane. Raw water from surface waters used by Water Treatment Plants may possibly contain 1,4 Dioxane. Where this is shown to be a potential issue the Division can work with the appropriate sources to require monitoring at the water intake area for the Water Treatment Plants rather than as part of the plants' effluent monitoring, as previously proposed. The proposed permit in this notice maintains all changes previously proposed with the exception of removal of the monitoring requirement for 1,4 Dioxane. RPA Permitting Guidance/WOBELs for Hardness -Dependent Metals - Freshwater The RPA is designed to predict the maximum likely effluent concentrations for each metal of concern, based on recent effluent data, and calculate the allowable effluent concentrations, based on applicable standards and the critical low -flow values for the receiving stream.If the maximum predicted value is greater than the maximum allowed value (chronic or acute), the discharge has reasonable potential to exceed the standard, which warrants a permit limit in most cases. If monitoring for a particular pollutant indicates that the pollutant is not present (i.e. consistently below detection level), then the Division may remove the monitoring requirement in the reissued permit. 1. To perform a RPA on the Freshwater hardness -dependent metals the Permit Writer compiles the following information: • Critical low flow of the receiving stream, 7Q 10 (the spreadsheet automatically calculates the 1 Q 10 using the formula 1 Q 10 = 0.843 (s7Q 10, cfs) 1.113 Effluent hardness and upstream hardness, site -specific data is preferred • Permitted flow • Receiving stream classification 2. In order to establish the numeric standard for each hardness -dependent metal of concern and for each individual discharge, the Permit Writer must first determine what effluent and instream (upstream) hardness values to use in the equations. The permit writer reviews DMR's, Effluent Pollutant Scans, and Toxicity Test results for any hardness data and contacts the Permittee to see if any additional data is available for instream hardness values, upstream of the discharge. If no hardness data is available, the permit writer may choose to do an initial evaluation using a default hardness of 25 mg/L (CaCO3 or (Ca + Mg)). Minimum and maximum limits on the hardness value used for water quality calculations are 25 mg/L and 400 mg/L, respectively. If the use of a default hardness value results in a hardness -dependent metal showing reasonable potential, the permit writer contacts the Permittee and requests 5 site -specific effluent and upstream hardness samples over a period of one week. The RPA is rerun using the new data. The overall hardness value used in the water quality calculations is calculated as follows: Combined Hardness (chronic) = (Permitted Flow, cfs *Avg. Effluent Hardness, mg/L) x (s7Q10, cfs *Avg. Upstream Hardness, in (Permitted Flow, cfs + s7Q10, cfs) The Combined Hardness for acute is the same but the calculation uses the IQ 10 flow. 3. The permit writer converts the numeric standard for each metal of concern to a total recoverable metal, using the EPA Default Partition Coefficients (DPCs) or site -specific translators, if any have been developed using federally approved methodology. EPA default partition coefficients or the"Fraction Dissolved" converts the value for dissolved metal at laboratory can ditionsto total recoverable metal at in -stream ambient conditions_ This factor is calculated using the linear partition coefficients found in The 1'I efuls Translator•, Guidance, or• Calcidating a Total Reco cable Pei -mit L?mitfrom a Dissolwd Criterion (EPA 823-B-6-007, June 19`96) and the equation: Cd.s - 1 Ct.bi 1 + I [ mil [ss l—a}l [10-11 } Where: ss = in -stream suspended solids concentration [mg..-1], minimum of 10 mg:I nsed, and po and a = constants that express the equilibrium relationship between dissolved and adsorbed forms of metals_ A list of constants used for each hardness -dependent metal can also be found in the RPA program under a , L --4- 1-1--1-A nrtr-- 4. The numeric standard for each metal of concern is divided by the default partition coefficient (or site -specific translator) to obtain a Total Recoverable Metal at ambient conditions. In some cases, where an EPA default partition coefficient translator does not exist (ie. silver), the dissolved numeric standard for each metal of concern is divided by the EPA conversion factor to obtain a Total Recoverable Metal at ambient conditions. This method presumes that the metal is dissolved to the same extent as it was during EPA's criteria development for metals. For more information on conversion factors see the June, 1996 EPA Translator Guidance Document. 5. The RPA spreadsheet uses a mass balance equation to determine the total allowable concentration (permit limits) for each pollutant using the following equation: Ca = (s7Q10 + Qw) (Cwgs) — (s7Q10) (Cb) Qw Where: Ca = allowable effluent concentration (µg/L or mg/L) Cwqs = NC Water Quality Standard or federal criteria (µg/L or mg/L) Cb = background concentration: assume zero for all toxicants except NH3* (µg/L or mg/L) Qw = permitted effluent flow (cfs, match s7Q 10) s7Q10 = summer low flow used to protect aquatic life from chronic toxicity and human health through the consumption of water, fish, and shellfish from noncarcinogens (cfs) * Discussions are on -going with EPA on how best to address background concentrations Flows other than s7Q10 may be incorporated as applicable: IQ 10 = used in the equation to protect aquatic life from acute toxicity QA = used in the equation to protect human health through the consumption of water, fish, and shellfish from carcinogens 30Q2 = used in the equation to protect aesthetic quality 6. The permit writer enters the most recent 2-3 years of effluent data for each pollutant of concern. Data entered must have been taken within four and one- half years prior to the date of the permit application (40 CFR 122.21). The RPA spreadsheet estimates the 95th percentile upper concentration of each pollutant. The Predicted Max concentrations are compared to the Total allowable concentrations to determine if a permit limit is necessary. If the predicted max exceeds the acute or chronic Total allowable concentrations, the discharge is considered to show reasonable potential to violate the water quality standard, and a permit limit (Total allowable concentration) is included in the permit in accordance with the U.S. EPA Technical Support Document for Water Quality -Based Toxics Control published in 1991. 7. When appropriate, permit writers develop facility specific compliance schedules in accordance with the EPA Headquarters Memo dated May 10, 2007 from James Hanlon to Alexis Strauss on 40 CFR 122.47 Compliance Schedule Requirements. 8. The Total Chromium NC WQS was removed and replaced with trivalent chromium and hexavalent chromium Water Quality Standards. As a cost savings measure, total chromium data results may be used as a conservative surrogate in cases where there are no analytical results based on chromium III or VI. In these cases, the projected maximum concentration (95th %) for total chromium will be compared against water quality standards for chromium III and chromium VI. 9. Effluent hardness sampling and instream hardness sampling, upstream of the discharge, are inserted into all permits with facilities monitoring for hardness -dependent metals to ensure the accuracy of the permit limits and to build a more robust hardness dataset. Describe the treatment process(es) for the raw water: Most of the water consumers use is pumped from City Lake and processed into drinking water at the Ward Water Plant on Pendleton Street. We have a state-of-the-art Super Pulsator treatment facility where we remove those contaminants the water has picked up as it collects in our watershed. The Super Pulsator has 2 treatment trains capable of treating 12 million gallons per day (MGD) in each train, for a total plant capacity of 24 MGD. Coagulation takes place in our flash mix chamber on the Super Pulsator. First, we add alum (aluminum sulfate), speeding the removal of most dirt and other large particulate matter. Settling is accomplished in the pulse chamber of the Super Pulsator. As water enters the bottom of the pulse chamber it creates a sludge blanket that assist the settling process as water moves through the blanket. Water is then filtered to remove smaller pieces of debris and bacteria in each of our filters. We have four traditional filters and four "Green Leaf' filter, where the water is chemically treated to kill any remaining bacteria. Each filter can treat up to 4 MGD. Next, fluoride is added to protect teeth, and a Corrosion Inhibitor chemical to protect pipes are included. The water is then stored in two elevated storage tanks at the plant. Finally, it is pumped into homes and businesses in High Point and the surrounding areas. 8. Describe the wastewater and the treatment process(es) for wastewater generated by the facility: Filter backwash water and sludge from the Super Pulsator, flows by gravity, to the lagoons where it passes through a de -chlorination point before discharging into the North lagoon. This de -chlorination point is only used as needed. Non -compliant chlorine samples are collected in the lagoons to monitor incoming chlorine levels. Once in the lagoon, the solids can begin to settle out as the water clarifies. As the level in the North lagoon rises, water then moves to the South lagoon. Valves are located at various depths to control the water level in the South lagoon. From the South lagoon, water flows into the small decant lagoon where it is pumped by two 550 gallon per minute lagoon pumps, into an unnamed tributary into Richland Creek at outfall 002. Before water flows into the creek, it passes through our primary de -chlorination point where we use sodium sulfite tablets to remove residual chlor- animated water from the filter backwashes. During periods where we are performing maintenance activities with our two lagoon pumps, we can close off outfall 002 and discharge from outfall 001. Outfall 001 discharges from the south lagoon by gravity prior to entering the small decant lagoon. The lagoons are operated in series and, staff at the water treatment plant alternate lagoons, using one lagoon as a primary treatment and the other lagoon as secondary treatment. These roles alternate depending on the sludge level in each lagoon. Since the North lagoon was recently cleaned out in 2019, it currently serves as our primary lagoon. Solids are managed and monitored by staff at the Water treatment plant and Wastewater treatment plants. The Water Plant Superintendent and Residual Management Superintendent monitor for the excessive buildup of solids in the lagoons and initiate the budget process of selecting an approved "Residuals Handling" contractor. The City of High Point Finance department awards the solids handling removal based off; price, quality of products offered, general reputation of the bidder, conformity of intent of the specification and bidders' previous performance. Once a bidder is accepted, they are required to adhere to the specification of the bid documents. As solids build up in the lagoons from the Water Treatment process, the solids are divided into two lagoons (the north and south lagoons). The lagoons operate in series with the lagoon having the less solids becoming our primary lagoon. On a rotating bi-annual basis, either the North or South, lagoon is cleaned out by a City approved contractor. The specifications for our most recent Solids Handling event, which occurred in February 2019, are described below, with a list of Contractor proposals and responsibilities: SPECIFICATIONS: Alum Sludge Dewatering - Ward Water Treatment Plant 1.0 Scope of Work The City of High Point is issuing this bid for a Contractor to dewater the Ward Treatment Plant's alum sludge lagoon (north) contents. The dewatered sludge shall be delivered to a container to be supplied by the Contractor. The material will be removed by the Contractor, hauled to a regulatory approved designated disposal area, and properly disposed of per State Requirements. The Contractor may stockpile the dewatered sludge, if necessary, to permit disposal during the disposal area's normal operating hours. Contract Time: 90 Days. Liquidated Damages: $750 dollars per day 2.0 Contractor Proposal and Responsibilities The Contractor shall be responsible for the following work and for specifying in his proposal a brief narrative discussing the following: 1. Dewatering bids shall be based on the use of automated, vacuum dredging equipment and a High Solids, High Performance Centrifuge for dewatering the alum sludge residuals. Belt press proposals will not be considered. 2. A list of his equipment and power requirements for that equipment. The Contractor shall be allowed to connect to existing power at facility. The power is supplied and paid by the City of High Point. 3. The Contractor shall supply the necessary electrician to connect the equipment including, but not limited to; supplying all wiring, breakers, panels, etc.; making the terminations; and dismantling the equipment at the conclusion of the project. Power will be 480 Volt, 3 Phase, with (2) 400-amp breakers. This is fed by a 600-amp fused disconnect with (3) 600-amp delay fuses. 4. The Contractor is responsible for providing all hook-ups, hoses, backflow preventer and metering device necessary for any clean water requirements. Water usage will be monitored with meter, but not charged. The City shall provide access to site fire hydrants. Any hoses that cross roads or driveways are required to have covers. 6. The Contractor is required to produce a sludge cake with solids concentration of 18% or greater. No payment will be given for sludge cakes less than 18%. 7. The use of Expanded Perlite or chemical absorbents will not be allowed. Only the addition of polymer to assist with bulking will be allowed. All chemicals used and delivered to the Ward site are to be documented and copies of trucking manifests are to be given to the plant for any deliveries. Contractor is also required to give the plant copies of SDS sheets for all materials brought on site. The contractor shall be responsible for all safety equipment and compliance with all aspects of chemicals used on the Ward Water Plant site. Ward Plant personnel shall escort any deliveries to contractor. 9. Dosage rates for sludge processing are to be logged for each day. This log will be turned in each week. 10. Under the base bid, the dewatered sludge shall be delivered to a container to be supplied by the Contractor. Tandem trucks and/or Dump Trailers are preferred for hauling. Roll -off containers will NOT be allowed for hauling. The material shall be removed by the Contractor, hauled to a regulatory approved designated disposal area and properly disposed of. The base bid shall include the Contractor's responsibility to find a regulatory approved designated disposal area and pay all haulage and disposal fees. 11. Under the base bid, the Contractor shall specify the intended final regulatory approved destination for disposal. The Contractor shall supply copies of tipping tickets to the City. Payment shall be made only based on the recorded weights. 12. The Contractor may stockpile the dewatered sludge, if necessary, to permit disposal during the normal operating hours of the disposal site. Stockpile locations shall be the Contractor's responsibility. 13. On -site stockpiling is available. If the Contractor should decide to stockpile dewatered sludge on -site (Ward Plant pad), sufficient containment shall be used to keep the stockpile contamination from soils and drains. Any stockpiled sludge hauled away for disposal shall be no less than 18% solids concentration. It shall remain the Contractor's responsibility to maintain the stockpile area during process and clean area before exiting the job. This on -site stockpiling requirement shall be acknowledged in the proposal. Any spillage of dewatered sludge on public streets/other property domain shall be the total responsibility of the contractor for the cleanup, to include all cleanup expenses and/or damages that may occur. 14. The anticipated time frame in which the project will be completed, as well as the anticipated work schedule: The plant site is accessible for after hour operations with proper notification and coordination with Plant Staff. 15. Please provide a summary of previous clients with whom similar projects have been performed within the last three (3) years. The summary must include the company or facility name, contact person, address, telephone number, as well as a description of the project including volume/quantity of solids in sludge cake and duration of project. 16. The Contractor must be registered and licensed to perform work in North Carolina. 17. The sludge pump shall be equipped to indicate the amount of wet sludge removed from the basin. 18. The Contractor shall perform % dryness tests for all trucks. A sample log is attached that the Contractor will maintain for this contract. This data will be provided to the Owner. 19. Contractor shall maintain a clean site. Any damaged areas are to be restored to original site condition. 20. Contractor shall provide Sanitary conveniences, in sufficient numbers, for the use of all persons employed on the work, and properly screened from public observation, shall be provided and maintained at suitable locations by the Contractor, all as prescribed by State Labor Regulations and local ordinances. The contents of same shall be removed and disposed of in a manner consistent with local and state regulations, as the occasion requires. The Contractor shall rigorously prohibit the committing of nuisances within, on, or about the work. Sanitary facilities shall be removed from the site when no longer required. 21. The Contractor shall obtain and maintain adequate liability insurance to, completely and fully, protect the City against all claims and actions arising out of any and all property damages or personal injury or death. At a minimum, this general liability insurance will be in the amount of $1,000,000 per occurrence. 22.
