3. Project Description:
3a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:
This is a 0.53 acre flat lot cleared of vegetation except grass, located on a cul-de-sac in an older residential Raleigh neighborhood
(Northeast Raleigh). The lot is one of 8, bordered by houses on the rest of the cul-de-sac, to the north on Starmount Drive, and by a
shrub -lined ditch along the property line to the east with other houses beyond this ditch on Jupiter Street. This ditch is piped for
drainage at either end to the north and south of the lot. There was previously a home on the lot built in 1964, but was lost to a tornado
some years back according to Redfin.

4. Proposed Activity
Provide a detailed description of the proposed activity including its purpose and include the type of equipment to be used: *
The proposed building is a single family house in the style of existing houses in the neighborhood, 71.5' X 36', set back 48' from the
cul-de-sac to the front of the house. In order to maintain the required 10' buffer from the west side of the house to the property line,
the right rear corner of the house lies 40' from the ditch, putting it within zone 2 of the 50' buffer zone. Stormwater runoff would
comply with section 9 of the State of North Carolina Department of Environment and Natural Resources Division of Water Resources
rules for the Neuse River Basin as there is an existing drainage ditch at the east side property line. A crane and heavy equipment will
be used to deliver and place materials, but will be located outside the buffer zone. A construction fence will also be added 30' from
the ditch to protect the buffer zone.

D. Impact Justification and Mitigation
1. Avoidance and Minimization
la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project.
The house is proposed to be located as far from the buffer zone as possible in order to maintain the required 10' offset on the west
side of the house. This placement does not impact zone 1 of the buffer zone. Therefore, no mitigation should be necessary.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
A crane and heavy equipment will be used to deliver and place materials, but will be located outside the buffer zone. A construction
fence will also be added 30' from the ditch to protect the buffer zone.
