2022 Pretreatment Annual Report Narrative
GENERAL INFORMATION:
A. General Program Information:
1. Program Updates
• The Town of Biscoe Wastewater Treatment Plant continues to operate
under NPDES discharge permit NC0021504, effective August 1, 2021.
• A Pretreatment Compliance Inspection was conducted by the Fayetteville
Regional Office on September 7, 2022, and the program was found to be
in compliance.
• Additional Silver monitoring has been conducted at the influent, effluent,
and industries in 2020 through 2022 (after the last approved headworks
analysis in 2019). All samples returned values of <0.0005 or <0.0004
mg/L. These data will resolve the apparent overallocation of Silver in the
AT of the HWA. Additional data will be collected per the STMP in 2023 for
the update to the HWA in 2024.
2. Pretreatment Program Information Sheet.
• A pretreatment program information sheet was provided by DWR, and it
can be found following this narrative. All items on the program sheet are
correct.
B. Industrial Users and Compliance Information.
1. Carolina Diary (IUP # 0001)
• This SIU was purchased by Saputo Cheese USA Inc., and the permit will
be modified to reflect the new permit holder.
• This SIU performed all sampling and reporting as required and was
inspected once and sampled twice by the POTW. STMP parameters for the
industry were sampled and tested in the second half of the year.
• During 2022, production for this industry remained fairly consistent. No
changes to products or raw materials were made in 2022.
• During 2022, the industry requested, and was approved for, modifications
to the pretreatment process at the facility. These changes have resulted

in an improved effluent quality and overall greater compliance with the
IUP EL.
o In February of 2022, the industry was approved to cease the use of
the ozone treatment in the pretreatment process, and to repurpose
the ozone tank for pH adjustment. Results for BOD improved
following these changes.
o In March of 2022, the industry was approved to cease the use of
the MBBR portion of the pretreatment, as it was apparently
negatively impacting the industry's ability to remove TSS from the
final effluent and did not contribute to a significant overall
reduction in BOD.
Copies of the A to C authorizations have been included as Appendix A in
this report, and the permit will be modified to reflect the changes to the
pretreatment train.
• Permit final limits applied for the whole year of 2022. A copy of the ELMR
is included with this report.
• The industry was issued 3 NOVs covering 5 violations, and 3 fines totaling
$1000.00 during 2022. The industry notified the POTW as required,
identified the causes for the violations and returned to compliance. The
industry was not in SNC for either period of 2022.
2. Grede II (IUP # 0002)
• This CIU was inspected once and sampled twice by the POTW. STMP
parameters for the industry were sampled and tested in the second half of
the year. A full TTO was conducted by the POTW during the second
sampling event in 2022.
• The industry conducted all sampling as required under their IUP.
• During 2022, production for this industry remained fairly consistent. No
changes to products or raw materials were made in 2022.
• In January of 2022, the industry notified the POTW that the flow meter
had gone down. The POTW allowed the industry to estimate flow briefly
while a replacement meter was located and installed. The installation was
completed on February 7, 2022.
• The industry was compliant with all effluent limits and monitoring
requirements during 2022 and received no violations.

Pretreatment Program
Per your teleconference January 19, 2022, with our Pretreatment Consultant, Lisa
Osthues, the Town of Biscoe approved construction/ process changes to the
pretreatment process for the Carolina Dairy / Saputo facility located at 116 Industrial
Park Drive, Biscoe, NC. Those approved changes are summarized below:
• Cease the use of the ozone treatment prior to the biological portion of the
pretreatment process, as the ozone was resulting in a loss of bio fauna and
lowering the treatment capacity of the biological portion of the treatment.
• Repurpose the ozone tank for pH adjustment in order to assist with more
consistent pH during and post pre-treatment.
Please note: should the utilization of the new/modified equipment or pretreatment
process contribute to pretreatment minimization, safety issues, or nuisance conditions
within the Town of Biscoe, the Town reserves the right to require the industry to adopt
an alternate strategy for pretreatment.

Dear Mr. Corey,
Pretreatment Program
Per your email to our Pretreatment Consultant Lisa Osthues, dated March 18, 2022,
due to concerns with the level of pollutant removal over the MBBR at the Biscoe
facility, and following preliminary testing suggesting it is negatively impacting your
ability to remove TSS from the final effluent, you are requesting a 3-month trial of the
pretreatment system without the use of the MBBR. The Town of Biscoe is hereby
granting a trial period of pretreatment, bypassing the MBBR and using the DAF as the
primary removal vehicle at the facility. This trial period goes into effect Tuesday,
March 22, 2022, and ends on June 30, 2022.
Please note, should the bypass of the MBBR contribute to pretreatment minimization,
NPDES violations of the Town's wastewater permit, safety issues, or nuisance
conditions within the Town of Biscoe, the Town reserves the right to require the
industry to adopt an alternate strategy for pretreatment before the trial expiration
date.
