Project Summary:
The applicant wishes to construct a three -slip docking facility in the Neuse River for
private use, Craven County.
Narrative Description:
The property is located adjacent to the Neuse River at 720 East Front Street in New Bern,
Craven County. This property is not currently developed. The adjacent riparian properties are
developed with residences along both sides.

The elevation of the high ground of the parcel is approximately 1' above the normal water
level (nwl). Vegetation on the parcel mainly consists of lawn grasses and trees however a
survey (Gaskins7/29/13) does show possible 404 wetlands starting 75' from nwl and on the
high ground tract. There are no Coastal Wetlands within the project area. The parcel has 87'
of continuous shoreline along the Neuse River. At the end of the proposed docking facility
water depths are -6' normal water level (NWL). The subaqueous substrate is firm without
shell.
The federal channel setback is approximately 254' from nwl within this area and the proposal
appears to not be located within a Federal Channel setback (1' landward of the channel
setback). There is not a cultural resource in the project area. This waterbody is approximately
5,125' across at this location. These joint waters are not classified as a Primary Nursery Area.
Submerged aquatic vegetation was not observed at this location. This area is closed to
shellfish harvest and is classified as SB; Sw; Nutrient Sensitive Waters. This parcel is subject
to the Neuse River Riparian Buffer Rules.
Proposed Development:
The applicant proposes to construct a 3-slip docking facility for private use within the Neuse
River, in New Bern. The proposed development would take place at 720 East Front Street,
Craven County.
The applicant is proposing a 5' x 75' access on the high ground (landward of nwl). A 100-sf
portion of the high ground access would crossover 404 wetlands according to a survey that
was submitted by the applicant. The high ground access would intersect a 5' x 235' pier (the
pier would extend from nwl into the Neuse River). The pier would intersect a 21' x 18.5'
covered 1-head platform. There would be a 13' x 13' boatlift along the west side of the
proposed 1-head platform. They are also proposing a 5' x 21' swim platform approximately
10' landward of the 1-head platform and along the east side. The final two slips would have
two 8' x 8' 0 single pwc lift and 1 double pwc lift) lifts along the west side of the pier
(approximately 10' landward of the proposed 4 piling boatlift). The normal water level depths
within the proposed slip areas range from -5' to -6' deep.
Anticipated Impacts:
This proposal appears to be located approximately l' landward of the Federal Channel
setback (channel setback is app. 254' from nwl), should not pose a hazard to navigation and
would not exceed existing pier head length along this shoreline. The proposed structure would
shade 375 W of high ground as well as shade 1,669 ft of open water while incorporating 1,965
ft2 of open water. Traditional marine construction methodology will be utilized during the
construction of this project and temporary turbidity impacts may occur during the pile driving
activities in the Neuse River. There is not a cultural resource in the vicinity of the project
area. This project area is subject to the Neuse River Riparian Buffer Rules. These waters of
the Neuse River are not classified as a Primary Nursery Area and the presence of submerged
aquatic vegetation was not observed. This area is closed to shellfish harvest and is classified
as SB; Sw; Nutrient Sensitive Waters.

CAMA Major Permit Application Narrative
December 24, 2022
We have visited North Carolina on many family vacations, and quickly fell in love with the quaint charm of New
Bern. With a son serving in the military and another attending East Carolina University we already have a
connection with North Carolina. As we were considering locations for where to live after we retire we saw many
nice places, but nothing really said `this is the place.' Our family loves being out on the water for all sorts of
watersports — boating, jet skiing, fishing, swimming and kayaking. The one thing we knew we wanted was to
have waterfront property to allow us and our children to enjoy all the benefits waterfront living offers.
On a recent trip visiting our son at ECU we again visited New Bern for the shopping and restaurants. After lunch
we drove around to check out the sights. We are very fond of the rich history and beautiful homes in the
downtown historic district, but knew we could never afford to live there. As drove down East Front Street we
saw a large waterfront lot that had not been developed yet. We were excited about the possibility of living on
waterfront property in the historic district, but knew it was a long shot. As we researched the property we
found it was for sale, and quickly put in an offer and prayed. To our surprise the offer was accepted and short
time later we were the proud owners of one of the few remaining waterfront properties in downtown New
Bern.
One of the first priorities for our new property was to gain access to the Neuse River with a new dock with a
platform, a boat lift and PWC lifts to allow our family to enjoy all the waterfront activates we love. Building the
dock before the house would allow for unobstructed construction and we could enjoy the waterfront as our
house was being built.
Our new dock design is consistent with other docks in our area, and we request approval for this project to allow
this new New Bern family to access the waterfront and enjoy all the watersports and recreation that North
Carolina has to offer.
