2022 PAR Narrative
GENERAL INFORMATION:
GENERAL PROGRAM INFORMATION:
• AT, LTMP, HWA, SUO, ERP, IWS and Permits are up to date.
• HWA and AT were completed and submitted to NCDEQ/DWR on June 29, 2022 and
both were approved on July 12, 2022.
• The LTMP was completed and submitted to NCDEQ/DWR on June 291h 2022 and
was approved on July 131h 2022.
• Lori Avent took over for David Hardin as Town of Apex Pretreatment Coordinator
(job title is Water Resources Specialist) in June 2022.
• Lori Avent attended Grade 1 Pretreatment School and received the Grade 1
Pretreatment Program Specialist certification.
• A new dental office, Lane Associates at 2201 Candun Drive, was built in Apex in
2022. The office was given the dental amalgam information and the one-time
compliance report form. The one-time compliance report form was returned
completed to The Town of Apex and is on file.
• No new SIU's have been identified in Apex WRF jurisdiction. A new industrial park
is being built in Apex that will discharge to the Apex WRF. Each new tenant of this
industrial park, that has been announced so far, has been assessed for the need of a
permit and found to not require a permit. The tenants to date have been mainly
warehouses or have been non -categorical and had very small wastewater discharge
amounts of a few hundred gpd with no significant pollutants. New tenants are still
coming in and will be assessed as they are known.
• A written technical evaluation was completed and submitted on the needs to revise
local limits, as was required by the May 2022 modification of the NPDES permit NC
0064050 (request for reduced monitoring). It was determined that an IWS should be
started mid to late 2023 due to the new industrial park being built in Apex.
• The enclosed Allocation Table is current, up to date, and is the current version in use.
• The Apex Water Reclamation Facility is a 07Q 10 site with no flow upstream for
dilution.
GENERAL PERMIT INFORMATION:
• No permits lapsed or expired prior to renewal or revocation.

SIU INFORMATION:
Tipper Tie I (IUP # 002,40 CFR 467, Aluminum Forming)
• SIU was not in SNC this 2022 PAR Year.
• Annual SIU inspection was completed on July 20, 2022.
• No Notices of Violation was issued to Tipper Tie I in 2022.
• Permit expires 12/28/2025.
• No changes or construction has occurred to the facility production or wastewater discharge
setup in 2022.
• Tipper Tie I has met all requirements listed in the permit pertaining to reporting timeframe,
flow monitoring, production reports and sampling schedule. The Tipper Tie company
appears to value pretreatment compliance and environmental stewardship and I have seen
their employees regularly attending workshops and classes to keep their wastewater
pretreatment knowledge up to date (ex: two TT employees attend the annual pretreatment
conference every year).
Tipper Tie II (IUP # 010, 40 CFR 467, Aluminum Forming)
• SIU was not in SNC in 2022.
• *Tipper Tie II did not discharge wastewater to the sewer system or to Apex WRF from
January 12022 to June 31" 2022, as a vital piece of their equipment to do so was broken and
the part they needed for repair was delayed due to supply chain issues. All process
wastewater was hauled off by a waste company. No sampling or flow monitoring was
required during the time they were not discharging wastewater to our system. Wastewater
discharge to Apex and all sampling and flow monitoring restarted July 2022.
• Annual SIU inspection was completed on July 20, 2022.
• A Notice of Violation was issued to Tipper Tie II in 2022 for 2 pH violations on consecutive
days, July 12th and July 131h 2022. The low pH problem occurred due to the fact that TT II
had just restarted their wastewater pretreatment equipment after 6 months of not running the
system. Tipper Tie II quickly adjusted their process and no other pH violations occurred for
the remainder of the 2022 year.
• Permit expires12/28/2026.
• No changes or construction has occurred to the facility production or wastewater discharge
setup.
• Tipper Tie 11 has met all requirements listed in the permit pertaining to reporting timeframe,
flow monitoring, production reports and sampling schedule.
