DIRcror NORTH CAROLINA Environmental Quality February 17, 2023 Amanda Berger, Environmental Compliance Director Aqua North Carolina, Inc. 202 MacKenan Drive Cary, NC 27511 Subject: Compliance Evaluation Inspection The Preserve at Jordan Lake WWTP Non -Discharge Permit No. WQ0018146 Chatham County Dear Ms. Berger: On January 18, 2023, Cassidy Kurtz from the Raleigh Regional Office conducted a compliance evaluation inspection of the Reclaimed Water Generation and Dedicated Utilization System for the Preserve at Jordan Lake WWTP. The purpose of this inspection was to ensure compliance with the conditions and limitations specified in Non -discharge Permit No. WQ0018146. During the inspection, the cooperation and assistance of Katie Dickens, Eric Riggins, and Jade Wicker was greatly appreciated. This compliance evaluation inspection consisted of the following: Review of the permit, Review of ORC logbooks, calibration documentation, non -discharge monitoring reports (NDMRs), non -discharge application reports (NDARs), and On -site inspection of the treatment components and spray fields. The current permit was issued May 12, 2020 and expires September 30, 2026. Components of the wastewater system appeared to be overall well -maintained and operational. At the time of inspection, water in the upset and irrigation storage ponds was free of floating solids and plenty of freeboard was available. The backup generator is run on a weekly basis under load for about 15-30 minutes. Irrigation is typically conducted overnight to avoid contact with golfers, and signage was posted at the clubhouse. During the inspection, the irrigation areas for the front nine holes of the golf course were observed, and the sprinklers were activated at each hole unoccupied by golfers. The observed irrigation areas appeared to have good spray patterns and even coverage. The records review portion of the inspection included review of NDMRs, NDARs, Operation and Maintenance Plan and log, residuals log, calibration records, and educational materials. Lab results were compared to submitted NDMRs for January and September 2022 (amended NDMRs were submitted for September); no typographical errors were noted. The Operation and Maintenance Plan and log appear to be thorough and includes pertinent information. Residuals are hauled every other month and were hauled on the day of the inspection. The turbidimeter and flow meter were both last calibrated November 15, 2022. The facility reported no bypasses, spills, sanitary sewer overflows, or public complaints within the last 12 months. The Reclaimed Water Generation and Dedicated Utilization System appears to be compliant with permit requirements.
