Hi Holley and Brad
I wanted to reach back out to you regarding the Centerpoint development in New Hanover County.
You may recall that I emailed you back in August regarding the client's revised site plan and it was
determined the changes were authorized under the valid Section 404/401 permits already issued for
the project. Those changes included extending the bottomless culvert that will cross the stream
(from 329 LF to 370 LF), but overall temporary stream impacts were less (reduced from 460 LF to
439 LF). All other impacts were the same. The site plan recently changed again. The applicant
proposes to extend the bottomless culvert from 370 LF to 380 LF. This does reduce the stream
enhancement to 59 LF, but overall temporary stream impacts are still at 439 LF. It was determined
that 10 additional feet of culvert were needed to adequately extend it past the driveway and fence.
Attached is the revised drawing. Let me know what you think.

Attached is a site plan for CenterPoint showing the requested changes to the labels. Additionally,
see email below from Holley Snider confirming that their existing 401 WQC for CenterPoint covers
the proposed changes. Finally, I have attached an updated mitigation invoice from the NECFUMB.
Let me know if you need anything else to confirm that the revised project still falls under the
existing NWP.

While it is discouraging to see the enhancement of the stream will be greatly reduced by the
extension of the bottomless culvert and since the enhancement was not listed as mitigation, the
conditions of the attached general certification and letter of authorization remain effective. Our

Hi Holley and Tyler
DWR issued a 401 WQC and the USACE issued a NWP for the CenterPoint development off of
Military Cutoff Rd back in 2019. The permits authorized permanent impacts to 0.28 acre of
wetlands, 0.02 acre of open water for site development and temporary impacts to 460 If of
stream and 0.006 acre of open water for the installation of two bottomless culverts and some
stream reshaping.
Since then, some minor changes to the site plan have occurred. The bottomless culvert that will
cross the stream is longer (329 LF vs 370 LF), but overall temporary stream impacts are less and
have been reduced from 460 LF to 439 LF. All other impacts are the same.
Do you anticipate us needing to submit a new PCN for these modifications, or can they be
considered covered under the existing permits? I spoke with Brad about it and he thinks that the
new plan is consistent with the previous authorization. But let me know DWR's perspective.
