Previously had a discharge permit as Roadway Motor Plazas for same location,with tertiary limits given by M. Scoville in 1989. Receiving stream at that time had 7Q10=0 and 30Q2>0, therefore discharge was allowed with 5/2/6 and 10/4/6. The permit at that time was a backup for an existing septic system However, in Dec. 1993,it was determined that the plant was not discharging and at the request of the facility, the permit(NC0059188)was rescinded. The new facility will be a truck stop with restaurant and shower facilities. It's expected to avg. 9,000 GPD with a max. flow of 25,000 GPD. 1)There are no plans for the Buncombe Co.MSD to extend service to the truck stop area. Plans to extend private lines to MSD would be extremely expensive. 2) subsurface disposal-previously had failed and would have limited success if reactivated now. 3) Spray irrigation-excessive amount of land would be needed for this option. Impractical and too costly. The current discharge location with the new USGS evaluation of the site the flow is still determined to be 7Q10=0 and 30Q2>0. Although the Division will allow the discharge with tertiary limits (5/2/6& 10/4/6),it would be ideal for Travel Ports to consider another discharge site,possibly discharge directly into George Branch rather than the UT. 10/24/96-Talked w/Max Haner of ARO, I asked about them relocating to a larger stream or to discharge directly into George Branch, .He says that Travel ports would have to burrow under Interstate 40 exchange to get to George Branch and DOT will not allow them to do this. The existing septic tank is failing. There is a possibility of using vacant lot across the road for a new subsurface system. However, this system would eventually have a lot of problems as the existing one does,but it could function for a while before that happens. Connection to a municipality would be very expensive,would have to go several miles to tie on. Recommendation: Renewal of the previously recommended tertiary limits because of 7Q10=0 and 30Q2 >0. Other Special Items: None Page 3 PART IV - EVALUATION AND RECOMMENDATIONS The septic tank-nitrification system currently serving this truckstop under health department rules has been in the process of failing for the past several years. The cause of failure reportedly has been the constant 24-hour use combined with the amount of grease generated by the restaurant. Maintenance of the grease traps has not been a problem. Given the history of this on-site disposal system, it is not surprising that health department reps believe that adjacent property across the road from the truckstop not to be a real solution. ARO concurs. There appears to be no other alternative for this truckstop but to request a NPDES permit to address its wastewater treatment needs. Page 2 of 2 Version 1/9S ' SECTION I ENGINEERING PROPOSAL ' ORIGIN, TYPE AND FLOW OF WASTE ' Travel Ports of America, Inc.(Travel Port), is presently operating an interstate truck stop facility, complete with a restaurant, restrooms, and shower facilities. The facility is located in Buncombe County near Candler, North Carolina, as shown on Figure 1 attached. ' Based on historical data measured directly at this facility, wastewater.flow is expected to average 9,000 gallons per day (gpd) with maximum daily wastewater flows approaching ' 25,000 gpd as shown on Table 1 attached. Influent pollutant concentrations are 350 mg/L BODS, 250 mg/L total suspended solids (TSS), and 20 mg/L Ammonia (NH3 as N), based on ' lab testing previously done on effluent of this facility (see Appendix for results of lab testing) and on typical values for restaurant oriented wastewater. This translates to an ultimate loading ' of 73 lb/day BODS, 52 lb/day TSS and 4 lb/day NH3 as N for the ultimate design flow of 25,000 gpd. SUMMARY OF TREATMENT OPTIONS CONSIDERED Travel Port proposes to treat generated wastewater on-site and discharge treated ' effluent to an un-named tributary of George Branch, which flows along the western end of the property, shown on Figure 2 attached. Due to the layout of the proposed site, the wastewater produced on site will be pumped approximately 15 feet up to the proposed treatment facility ' and the treated effluent from the facility will flow by gravity to the proposed discharge point. Travel Port anticipates receiving an NPDES permit with tertiary limitations (5 mg/L BODS ' summer, 10 mg/L BODS - winter, 30 mg/L TSS) for this purpose. Travel Port previously held a discharge permit with 25,000 gpd flow limitation at this location, but it expired in 1992. ' A copy of this expired permit is included in the Appendix. These stringent discharge limitations will require either an extended aeration activated sludge treatment unit (Extended ' Aeration Package Plant) or sequencing batch reactor (SBR) either with tertiary filter to meet the necessary pollutant removals. 1 1 Extended Aeration Package Plant These prefabricated treatment plants are well known for their application in sewage systems serving outlying subdivisions, schools, mobile home parks, etc. where the development is located outside the reach of municipal sewerage. These plants employ the ' extended aeration form of the activated sludge process where aeration time is purposely increased to decrease the volumes of waste sludge which must be disposed. Travel Port ' proposes to use a twenty-four (24) hour aeration time using coarse bubble diffused air under this alternative preceded by equalization, followed by clarification and disinfection with ' chlorine. Tankage would be constructed of welded steel. ' Sequencing Batch Reactor (SBR) ' The SBR utilizes the fill and draw, or batch method of treatment. The process can be more efficient than conventional flow through systems when operated correctly. These systems have historically required a high level of operator attention and therefore were not ' generally considered for smaller systems such as Travel Port. However, advances in instrumentation technology have allowed SBR's to operate automatically with only a limited ' amount of attention, expanding their suitability to small flow applications. ' The sequencing batch reactor will consist of two tanks configured in parallel. The process employs a five-stage cycle: fill, react, settle, draw, and idle. During the fill stage, wastewater enters the tank and mixes with the settled biological solids remaining from the previous cycle. The tank is mixed during the fill stage and may be aerated. During the react stage, the wastewater and mixed liquor are subjected to aeration, causing oxidation of organic ' matter. Aeration and mixing are stopped during the settle stage, allowing solids to settle. Clarified supernatant is decanted during the draw stage. After decanting, solids are removed ' from the bottom of the tank during the idle stage. By this stage the first reactor will have 2 ' finished its cycle and the other reactor will continue filling. When the second reactor ' completes its fill stage, it begins its react cycle and influent wastewater is directed to the first reactor. Either of these options will be followed by an equalization basin and a tertiary filter, in ' order to be certain that effluent limitations specified in the permit are not exceeded. ' PROPOSED TREATMENT WORKS ' If a treatment plant is to be constructed, we recommend the capacity be 25,000 gpd, recognizing that peak wastewater flows at the facility are now in the 20,000 - 25,000 gpd ' range in the summertime. The treatment plant shall be designed to receive the wastewater from the Travel Port facility after it passes through the two existing 1600 gallon grease traps ' and the existing 7000 gallon septic tank, which will be modified for use as an equalization ' basin. Travel Port proposes to use the Extended Aeration Package Plant due to cost effectiveness. The cost of this option is summarized in Table 2 attached. ' 5 ' EVALUATION OF ENVIRONMENTAL. FEASIBILITY OF DISCHARGE ALTERNATIVES 1 A. Evaluate the environmental feasibility of all three of the following non discharge alternatives. 1. Connection to Sewerage System ' Stan Boyd with the Metropolitan Sewerage District (MSD) was contacted to investigate the possibility of MSD extending their service ' area in the direction of the Travel Port facility. MSD is the centralized wastewater collection and treatment utility in Buncombe County. ' According to current MSD policy, they do not have any intentions of expansion to the West Buncombe County area, nor do they see plans for expansion in the near future (See copy of related newspaper article in ' Appendix). However, MSD will accept private sewers into their system for ownership and maintenance as long as such sewers meet specific ' design and construction criteria. • ' Two (2) possible routes were investigated for connection of Travel Port to the Metropolitan Sewer District (MSD) sewer system. tFigure 3 attached shows the proposed location of both routes. The first route, referred to as Route "A" on the map, would run along George ' Branch and Hominy Creek for approximately 21,000 feet. This route would provide a gravity line without the need for lift stations. The other ' shorter route (Route "B") would run along Highway 19/23 for approximately 14,000 feet, but would require at least three (3) lift ' stations. The high cost associated with connection to the MSD sewer ' system makes this option impractical. See Table 3 and Table 4 for estimates of the cost associated with these two routes. ' 6 ' 2. Subsurface Disposal ' The Travel Port Facility was previously known as The Roadway Motor Plaza in the late 1980's. At that time, the facility utilized a 7000 ' gallon septic tank and an onsite leach field that was clogged and failing. This leach field was abandoned in the early 1990's and a new subsurface ' drain field was constructed, which is currently in use and failing. In addition, two - 1600 gallon grease traps were added in series with the ' existing 7000 gallon septic tank at the same time that the new leach field was constructed. The following alternatives have been recently explored ' with the cooperation of the Buncombe County Health Department (See letter to Ken Castelloe dated 4/8/96 located in Appendix): a. Adding new drain lines to the existing field. b. Reactivating the abandoned drain field. c. Developing drain fields on the property across the road, if the ' soils are adequate and expansion of parking would not be ' hindered. ' d. Addition of a wastewater pretreatment step in order to reduce organic loading on the drain field and improve performance. Ken Castell a on May 31 19 6 Response was received from e o y 9 ' (See letter to Joel Storrow dated 5/31/96 located in Appendix). His suggestions and/or comments were the following: a. There is some additional room for adding new drain lines, but space is limited and historical performance of the existing field in this area is poor. ' 7 ' b. Reactivation of the abandoned drain field or immediate surrounding area is not a viable option due to extensive ' excavation that has taken place previously. ' c. Drain fields could be placed across the road if additional soil testing showed the soils to be adequate to support the fields, ' but drain fields cannot be placed under pavement. ' d. Pretreatment of wastewater would improve constituents of wastewater effluent and theoretically would improve ' efficiency of the drain field. ' Based on Mr. Castelloe's responses, it appears that options to ' improve or relocate the existing on-site treatment system are limited. While the property across Wiggins Road may be suitable, it would need ' to be dedicated as a drain field, restricting alternate usage such as the planned auxiliary parking area. More importantly, the on-site treatment ' philosophy has not proven successful at Travel Port, perhaps due to the 24-hour mode of operation. Mr. Castelloe believes the continuous ' discharge of sewage to the field(s) has caused the premature failure. ' 3. Spray Irrigation System ' In order to consider land application as the sole means of wastewater disposal, it must be determined how much land Travel Port ' would need and whether acquisition is economically feasible. The ' calculations in Table 5 attached were based on the following criteria: 1 1 8 1 • An allowable percolation rate of 1.2 cm/day was used in the ' calculations. This is based on 5% of 0.4 inches/hr (permeability of the soil). The EPA's Process Design Manual for Land Treatment of ' Municipal Wastewater recommends that only 4 to 10% of the permeability be used for the allowable percolation rate. 1 The evapotranspiration values that were used were obtained from ' example numbers for Brevard, North Carolina in the EPA's Process Design Manual for Land Treatment of Municipal Wastewater. The precipitation values shown in Table 5 are the 10 year design 1 values from nearby McDowell County, North Carolina. ' Table 5 shows that the annual allowable wastewater hydraulic ' loading is 219.5 cm (86.4 in.). ' The required field area can now be determined using the design hydraulic loading rate according to the following: AW = Q x ( 65 d/vr.l ' (3630 f2/acre-in) x LW AK, = Required field area (acres) ' Q = Daily design wastewater flow (cf) LW = Allowable wastewater hydraulic loading (in./yr.) AW = .33 42 ftp/d)( 65 d/vr) 1 (3630 ft%cre-in)(86.4 in/yr) ' AW = 3.9 acres (169,421 sf) 1 ' 9 1 With 200 ft. buffer zones, the required area increases from 3.9 ' acres to approximately 15.1 acres. This is an extremely large amount of land given the close proximity of the proposed plant to the truck stop ' facility. A 0.75 MG lagoon would also be necessary to retain the wastewater for over 30 days before it could be used for spray irrigation. ' It would be impractical and economically infeasible to acquire this amount of land and construct this lagoon for the purpose of spray ' irrigation. Table 6 attached summarizes the cost of a spray irrigation system. 1 B. None of the three (3) alternatives were found to be feasible. C. We are all obviously disappointed that the recent modifications to the distribution piping failed to improve the performance of the drain field. Mr. Beiermann and I discussed the short-term and long-term solutions to the facility's wastewater treatment and disposal problems. ' As we have previously recommended, Travel Port will proceed to install event recorders P Y on the lift station pumps and also recalibrate the potable water meter. These modifications will help verify the actual flow being pumped to the field, and supplement the records we currently have. The facility will also continue to pump and haul as necessary to avoid complete failure of ' the drain field. The long-term solutions are less straightforward, but we are proceeding to investigate ' four (4) alternatives as follows: 1. Expand existing drain field in immediate available area or other nearby suitable areas. 2. Install pretreatment system to partially treat sewage in order to decrease loading ' on the existing/expanded drain field. ' 3. Travel Port has plans to develop the field across-the road from the front of their property as an auxiliary parking lot. Will the soils on this field support additional drain lines? Can drain lines be installed under asphalt pavement? 4. Can Travel Port add a pretreatment step to the wastewater flow currently discharged to the field for purposes of reducing organic loading, thereby ' improving the overall efficiency of the field? The existing field affords an area near the manifolds that is approximately 35' wide above the subfield on the left. The available area adjacent to the subfield on the right is approximately 60' wide. There are no areas below the existing fields that can be considered for additional drain lines. The system ' was not performing very well when we evaluated the additional areas. I have contacted Ms. Kat Scott concerning this issue. 2. The old abandoned site does not, in my opinion, provide a viable option. The ' majority of that site is dedicated to the existing drainfields and has. been subjected to extensive excavation. I will seek a second opinion from Stuart Black, Regional Soil Consultant. ' 3 . The area across the road was considered before and would provide an option. We would need to do more extensive soils work, if you choose to pursue this. Drainfields may not be installed under any paved or parking areas. ' 4. Pretreatment of effluent does improve the constituents of the wastewater effluent and theoretically would increase the efficiency of a drainfield. I would recommend contacting Steven Berkowitz, P.E.
