Division personnel have reviewed and approved your application for renewal of the subject permit. Accordingly, we are
forwarding the attached NPDES discharge permit. This permit is issued pursuant to the requirements of North Carolina
General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental
Protection Agency dated October 15, 2007 (or as subsequently amended).
During the past five year permit cycle there have been numerous incidents of noncompliance. Consistent and reliable
operation of this site will allow the facility to reduce/eliminate the occurrence of these noncompliance events and maintain
compliance with the permit.
Request tp increase BOD-5 day limits on NPDES NC0085952 dateddJuly 13, 2010:
It is standard DWQ policy to leave BOD5 limits unchanged for minor permit renewals, including dischargers to zero-flow
streams (your facility discharges to a zero flow stream). However, BOD limits could change for reasons listed below:
• Instream data indicates actual or potential exceedances of the water quality standard for dissolved oxygen.
• The facility proposes to expand (new flow).
• The facility proposes a change in discharge location.
Since none of these scenarios is being proposed, your request is denied.
This final permit contains no changes from the Draft permit mailed to you on September 15,2010.
If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to you, you
have the right to an adjudicatory hearing upon written request within thirty(30)days following receipt of this letter. This
request must be in the form.of a written petition, conforming to Chapter 150B of the North Carolina General Statutes, and
filed with the Office of Administrative Hearings (6714 Mail Service Center, Raleigh, North Carolina 27699-6714). Unless
such demand is made, this decision shall be final and binding.

SUPPLEMENT TO PERMIT COVER SHEET
All previous NPDES Permits issued to this facility, whether for operation or discharge, are
hereby superseded and, as of this issuance, any previously issued permit describing this
treatment facility or bearing this number is no longer effective. Therefore, the exclusive
authority to operate and discharge from this facility arises under the permit conditions,
requirements, terms, and provisions described herein.
TA Operating, LLC is hereby authorized to:
1. Continue to operate an existing 0.025 MGD extended aeration wastewater treatment
plant consisting of the following treatment components:
• 6,260- gallon aerated equalization basin
• Bar screen
• Flow splitter box
• 31,250-gallon aeration basin configured in two trains
• Dual secondary clarifiers
• Dual cell (dual media) tertiary filtration system
• 530-gallon chlorine contact tank
• Dechlorination
• 3,800-gallon sludge holding tank
• Standby power supply
2. This facility is located at the Candler Travel Center WWTP, 153 Wiggins Road,
Candler, in Buncombe County.
3. Discharge from said treatment works, through outfall 001, into an unnamed tributary to
George Branch, Class C water in the French Broad River Basin, at the location
specified on the attached map.

Everything looks good.
I met with the contract operator and did an inspection on 12-30-2010. Attached are the 4 most recent staff
reports and most recent facility info cover page(2010).
Here's what I would suggest.
Supplement to permit cover page: (see attachment)
Continue to operate: 0.025 MGD extended aeration package plant consisting of: three grease
interceptors with 6 portholes; 6,250 gallon concrete flow equalization basin; manual bar screen;
flow splitter box;31,250 gallon aeration basin, configured in two trains,with dual blowers providing
diffused air;dual 75 sq ft rectangular clarifiers; dual cell, multi-media (downflow)tertiary filtration
system with mudwell and clearwell;3,800 gallon aerobic digestor; 530 gallon chlorine contact tank
with tablet chlorinator;tablet dechlorinator; and standby emergency generator.
Permit limits page:
The draft permit and cover page indicate that the semi-annual monitoring for Oil and Grease have
been eliminated.
This facility has three grease interceptors with 6 portholes and is pumped quarterly. They do a very
good job of taking care of these tanks, as there are no FOG problems at this facility.
ARO concurs with the removal of O&G monitoring.
There has been a request to increase the BOD&TSS limits to 30/30.

The renewal application did not reflect everything that was on-site. It consists of a commercial
convenience store,gas station,tire service/repair garage, restaurant, and rest rooms with showers.

Compliance Issues: French Broad River Basin
NC0085952 TA Operating Corporation —Candler Travel Center
Most violations at this facility have been attributed to deficient operation practices by the former
operator. Since a new ORC has been hired, the frequency and magnitude of limit violations has
dropped. No permitting initiative is deemed necessary to address noncompliance. The permit
writer may wish to consider adding language to the cover letter citing noncompliance during the
previous permit cycle, and noting the importance of consistent,reliable operation of this system
in order for it to remain in compliance.
NC0061182 North Buncombe High School
Facility has experienced effluent limit violations leading to civil penalties for fecal coliform,
total suspended solids and whole effluent toxicity. TSS violations may be associated with flaking
of the tablets used for dechlorination.Toxicity issues may merit special attention. Technical
assistance has been performed at the WWTP and cleaning products have been inventoried. The
permit requires ammonia monitoring,but the permit has no ammonia limit. The permit writer
should examine ammonia data in relation to tox test failures to see if there is any obvious
connection.Dechlor chemical concentrations may also be a suspect in toxicity matters. ATU has
not specifically weighed in on this situation. If chlorination/dechlorination appears to be a
problem,the facility may be encouraged to go to a UV system for disinfection. Additionally,
increasing the ammonia monitoring frequency from 2/month to weekly may be advisable. At a
minimum,the cover letter should include language pointing out the toxicity issues. Should
noncompliance continue, the facility may want to begin to evaluate the feasibility of connecting
to the MSD Buncombe collection system.
NC0075388 Havon, Inc. —Pleasant Cove Home WWTP
Most noncompliance was closer to beginning of last permit cycle. Recent months show much
improved performance. The permit writer may wish to consider adding language to the cover
letter citing noncompliance during the previous permit cycle,and noting the importance of
consistent, reliable operation of this system in order for it to remain in compliance.
NC0036641 Fletcher Academy WWTP
Most noncompliance from earlier in last permit cycle. Facility experienced ammonia violations
Feb. —Apr. 2009; in compliance through most recent reports received. The permit writer may
wish to check BIMS for most recent compliance information and contact ARO for any recent
developments. At the present time, this facility is not seen as a problem facility. You may
consider adding language to the cover letter citing noncompliance during the previous permit
cycle, and noting the importance of consistent, reliable operation of this system in order for it to
remain in compliance.
Compliance Issues: French Broad River Basin
NC0020290 Town of Burnsville WWTP
The facility had some major upset episodes during the last permit cycle that were partially due to
long term neglect of routine O&M. The Town has also had pretreatment and collection system
concerns. The facility has recently undergone a number of upgrades that have led to much
improved performance. The cover letter may wish to note these upgrades and the need for
continuing attention to O&M in order to maximize treatment potential.
NC0067342 North View Mobile Home Park
This facility looks ok based upon the values submitted on DMRs,but typically does not look as
good during inspections. The WWTP has been the subject of numerous complaints from
neighbors. The permit writer is asked to contact ARO during permit development process to see
if any new issues have arisen that may require treatment within the permit.

Dear Mr. Guerra,
It is the time for the Permit to be renewed for the TA Centers, dba Candler Travel Center. The
limits for this facility are lower than those of other systems entering into the same stream. The discharge
enters the unnamed tributary of Georges Branch.
We request that the limits for the BOD-5 day be increased to 30/45 mg/I. With this increase,and
the improvements that have been made to the facilities air flow, we maintain that the facility would be able
to remain in compliance more consecutively. We,then as now, would always to strive to maintain the
optimum quality of effluent from the facility as possible with the ultimate goal to be none detected.
