Queen City Metal Recycling
Dear Ms. Coffino,
On January 30, 2023, Lauren Bradley of Charlotte -Mecklenburg Storm Water Services
(CMSWS) conducted an inspection of the above referenced facility as a requirement of the City
of Charlotte's NPDES Permit, NCS000240, Part II, Section H. Inspection authority is granted by
Charlotte City Code Chapter 18, Article III, Section 18-82. At the time of inspection, the facility
was observed to be in compliance with the City of Charlotte Storm Water Pollution Control
Ordinance; however, the following observations were made:
The inspection was also conducted as part of a cooperative working agreement between
Mecklenburg County and the North Carolina Department of Environmental Quality (NCDEQ) —
Division of Energy, Mineral and Land Resources (DEMLR). NCDEQ — DEMLR has been copied
on this report and made aware of the following observations regarding the facility's NPDES
stormwater permit:
1) Stormwater Pollution Prevention Plan (SWPPP)
A Stormwater Pollution Prevention Plan (SWPPP) has not been developed, recorded, and
implemented.
2) Qualitative Monitoring
Qualitative monitoring has not been conducted and recorded.
3) Analytical Monitoring
Analytical monitoring has not been conducted and recorded.

Facility Description: Queen City Metal Recycling is located at 601 W 24th St in Charlotte on approximately 2.530 acres
. The facility was previously located at 2800 North Tryon Street in Charlotte. The facility accepts various recyclable metals
for storing, processing, and transfer.
File Review/History: Charlotte -Mecklenburg Storm Water Services (CMSWS) has conducted inspections at the facility's
previous location on 11/19/2018, 3/30/2016, 3/10/2015, 2/5/2014, 3/16/2010, and 5/8/2008. During the 2015 inspection a
deficiency was observed for petroleum contaminated soil and a Notice of Violation was issued from the 2018 inspection
due to a discharge of oil to the ground surface and the facility's stormwater system.
Inspection Summary: At the time of inspection, Queen City Metal Recycling was observed to be compliant with the City
of Charlotte Storm Water Pollution Control Ordinance. Please refer to the report for comments and recommendations from
the inspection.
