COX POND MITIGATION BANK PARCEL- Mount Olive, NC
The Cox Pond Mitigation Bank Parcel (Parcel) is in Wayne County approximately two and a half miles
northwest of Mount Olive, North Carolina. The Parcel was restored to provide ecological and water
quality enhancements to the Neuse River Basin by restoring the riparian buffer along four unnamed
tributaries (UT1, UT2, UT3, and UT4), and three ditches (Ditches A, B, and C). The Parcel creates a
protected riparian area from top of bank to a minimum of 30 feet along streams, or 50 feet along
ditches, to a maximum of 200 feet. Prior to mitigation activities most of the Parcel was used to produce
row crops, with small, forested areas at the downstream end of UT1 and UT2. Tables 1 and 2 contain
project overview and credit applicability information.

Approximately 23.5 acres are protected under the conservation easement, the mitigation approach for
21.6 acres is riparian restoration. Of that 21.6 acres of restoration, 9.6 acres are proposed for buffer
mitigation credit and 12.0 acres are proposed for nutrient offset credit. Buffer preservation credits are
also proposed on 0.27 acres within the conservation easement. The Buffer Interpretation/Clarification
Memo #2008-019 applies to Ditches B and C where maintenance of diffuse flow into the easement is
unattainable. A total of 0.07 acres (or 3,079 square feet) have been removed from the creditable area
around these ditches. Other areas within the conservation easement where no credit is claimed include
areas which are over 200 feet from top of bank, the project feature channels, and the area which is less
than 50 feet from top of bank along Ditch C.
The land use within 200 feet from top of bank of the project features had been maintained and cleared
for row crop cultivation prior to restoration activities, except for the pond that was filled prior to the
BPDP near the confluence of UT1 and UT3 and a small, forested area along UT1. Bare root trees were
planted using a dibble bar at a spacing of 7 feet by 12 feet, which resulted in a stem density of 561 stems
per acre. Soils in the project area were disked and planted with wheat and oats by the landowner as
temporary cover and soil stabilization for the winter. Three erosion areas along UT1 were stabilized by
live staking banks and in one case grading the bank by hand to reduce the slope before live stakes were
planted. The sides of a large erosional hole on the southeast bank of UT2 were graded by hand, straw
bales were installed around the edge to diffuse overland flow, and live stakes were planted in the
graded slope. Erosional areas on the northeast bank of Ditch C and UT3 were stabilized by installing
straw bales to divert overland flow or live staking banks that were bare of vegetation. A temporary seed
mix and pollinator blend was spread around all areas of bank stabilization. Table 3 includes a list of tree
species planted along with their density and composition at planting.

and adjacent properties. Boundaries are identified by 6 foot "t posts" with attached easement placards.
