Section D: Summary of Finding/Comments (Attach additional sheets of narrative and checklists as necessary) Jesse Barnes, of the North Carolina Division of Water Resources (DWR), Winston-Salem Regional Office (WSRO), conducted a compliance evaluation inspection of the Zooland Family Campground WWTP on January 26, 2023. Rojeana McDonald, Operator in Responsible Charge (ORC), was present for the inspection. The facility was found to be not compliant with the subject permit. Inspection findings are detailed in the attached Water Compliance Inspection Report. NPDES permit NC0089052 was issued October 1, 2019 and expires June 30, 2024. The facility was as described in the permit. An entire copy of the most recent version of NPDES permit NC0089052 was not available on site during the inspection. The plant is restricted to the general public- visitors must check in at the campground office and the wastewater treatment plant is surrounded entirely by a locked wooden fence. The inspector was granted access to all areas for inspection. Self -monitoring reports and associated laboratory data were reviewed for completeness and accuracy with no discrepancies found. According to submitted DMRs, all permit -required sampling data is analyzed by certified laboratory #633, Pace Analytical Services LLC. However, Ms. McDonald (ORC) indicated that she analyzes and reports effluent pH, temperature, and dissolved oxygen parameters in the field without the required field laboratory certification. Ms. McDonald indicated that current back-up ORC, Mr. Alan Gaddis, had been performing field analyses under certified laboratory # 5664, AG Environmental Management LLC, until December 28, 2022. Certified laboratory # 5664 is not listed on previously reported DMRs. Permit condition DA states that facilities whose personnel are conducting testing of field -certified parameters only must hold the appropriate field parameter laboratory certifications. All pH, temperature, and dissolved oxygen sample data analyzed and reported from January 16, 2023 through January 26, 2023 were not performed by a certified laboratory and are therefore invalid. Ms. McDonald indicated that, beginning on January 27, 2023, all parameters will be analyzed by a certified laboratory. The plant was shut down and pumping and hauling all wastewater via a private contractor from December 28, 2022 through January 07, 2023. Pump and haul activities appear to have occurred without a DWR issued -permit and without prior approval from the division. The plant resumed treatment on January 07, 2023 and began discharging effluent flow on January 16, 2023. The facility was neat, clean, and well maintained. There was no means of aeration present in the equalization basin. The aeration basin appeared to be operating properly and has been well maintained. The aeration basin utilizes biological media in the form of approximately 4-cubic-inch porous plastic cylinders within the mixed liquor to provide supplemental surface area for microorganism colonization. This facility uses one fully -enclosed pressurized sand filter. It appeared to be in good condition and functioning properly. The secondary clarifier appeared to be well maintained and functioning properly. No excess algal growth, excess sludge, or weir blockages were observed. The supplement to permit cover sheet states the facility includes two ultraviolet light disinfection systems, but only one of which was in working order during the inspection. Until the second UV system is operable, there is no backup available. The facility utilizes an in -line analog effluent flow totalizer that appeared to be functioning properly during the inspection. An identical backup flow meter was maintained on site to replace the primary meter during maintenance and annual calibration. Permit conditions part II, section D.3 and D.6 require the retention of all calibration and maintenance records for at least three years. The effluent discharge pipe was accessible and well maintained. Effluent flow was observed during the inspection with no floating solids or foam visible. The ORC indicated that the backup generator is tested and fuel levels are monitored regularly. When the generator is tested, the primary power source is not interrupted and the generator is not tested under load.
