Director Trg Zooland LP Attn: Jennifer Ullrich, Owner PO Box 173089 Tampa, FL 33672 NORTH CAROLINA Environmental Quality February 10, 2023 Subject: Compliance Evaluation Inspection & Notice of Violation NOV Tracking #: NOV-2023-PC-0065 Zooland Family Campground WWTP NPDES Permit: NCO089052 Randolph County Dear Ms. Ullrich: Jesse Barnes, of the North Carolina Division of Water Resources (DWR), Winston-Salem Regional Office (WSRO), conducted a compliance evaluation inspection of the Zooland Family Campground WWTP on January 26, 2023. Rojeana McDonald, Operator in Responsible Charge (ORC), was present for the inspection. The facility was found to be not compliant with the subject permit. The determined permit violations and items of concern are listed below. Inspection findings are detailed in the attached Water Compliance Inspection Report. PERMIT VIOLATIONS 1. From January 16, 2023 through January 26, 2023, the required reported data for the parameters of pH, temperature, and dissolved oxygen from the effluent discharge at outfall 001, as well as upstream and downstream locations, were not analyzed by a certified laboratory and are therefore invalid. This is in violation of the subject permit Part I, Section A. (1.) and Part II, Section DA. ITEMS OF CONCERN 1. From December 28, 2022 through January 7, 2023, pump and haul activities occurred with neither a DWR-issued permit nor prior approval from the division. 2. Only one UV light disinfection system was in working order during the inspection. The supplement to the subject permit cover sheet states that the facility components include two ultraviolet light disinfection systems. 3. There were no records available on site during the inspection regarding effluent flow meter calibrations, as required by the subject permit Part II, Sections D.3 and D.6.
