Inspection authority is granted by Charlotte City Code Chapter 18, Article III, Section 18-82. At the time of inspection, the facility was observed to be in compliance with the City of Charlotte Storm Water Pollution Control Ordinance. The inspection was also conducted as part of a cooperative working agreement between Mecklenburg County and the North Carolina Department of Environmental Quality (NCDEQ) — Division of Energy, Mineral and Land Resources (DEMLR). The facility re -manufactures commercial air conditioner compressors and provides rental equipment to commercial facilities. 7 File Review/History: Charlotte -Mecklenburg Storm Water Services (CMSWS) previously conducted an inspection of this facility on 9/16/2017, and the report was issued as satisfactory. Inspection Summary: The facility was observed to be in compliance with the City of Charlotte Storm Water Pollution Control Ordinance at the time of the inspection. Please refer to the report for recommendations and comments. Site Inspection Deficiency Comments Stormwater system (catch basins, No Storrmwater coveys through the site via sheet flow into inlets, outfalls, etc.) several drop inlets before leaving the site via four outfalls. One detention basin was observed at the front of the property. Please refer to the "structural stormwater control measures" section of this report for recommendations about the detention basin. No stormwater pollution issues were observed at the drop inlets or outfalls. Erosion issues No No erosion issues were observed onsite during the inspection Structural stormwater control Recommendation The detention basin SCM at the front of the property was measures (SCMs) observed to be overgrown with vegetation. CMSWS recommends that the SCM be properly maintained to protect water quality. Illicit discharges/connections No No illicit discharges or connections were observed onsite during the inspection. Aboveground storage tank(s) (ASTs) No One 330-gallon diesel fuel tank and one 6,000-gallon used oil and any associated venting and/or tank were observed to be stored outdoors within secondary dispenser(s) — list tank size(s) and containment. According to facility personnel, any contents accumulated stormwater is pumped to the pre-treatment system. Several other ASTs, including materials used for production, were observed indoors throughout the facility within containment pits that can also be pumped into and processed by the pre-treatment system. No stormwater pollution issues were observed. There are several 275-gallon totes of coolant and cleaning chemicals that were observed to be covered and stored in a manner that would result in any spills or leaks conveying into the pre-treatment system. No stormwater pollution issues were observed. Outdoor processing area(s) No Three outdoor machine maintenance bays and one wash bay were observed to be covered. The areas drain to the onsite pre-treatment system. No stormwater pollution issues were observed. Loading/unloading area(s) No No stormwater pollution issues were observed at the loading/ unloading areas. Vehicle/equipment area(s) - fueling, No Fueling occurs at the ASTs. Maintenance of compressors maintenance, washing, storage, etc. and rental equipment occurs at the three covered maintenance areas outdoors. Washing occurs at the covered wash bay. Berms were observed at the covered areas so that materials drain into the pre-treatment system and do not enter the stormwater system. Vehicles were observed to be stored indoors and outdoors. No stormwater pollution issues were observed. Oil/water separator and/or No The facility has a permitted pre-treatment system that treats pretreatment all process water, materials entering the floor drains, stormwater or leaks from the secondary containment, and wash water from the equipment wash pad. The system is connected to the sanitary sewer system. No stormwater pollution issues were observed. All metal bins, etc. waste containers, with the exception of the wood recycling open top, were observed to be covered. No stormwater pollution issues were observed.
