SUBJECT: Comments on NWT 3 Application for Replacement of Bridge 122 on SR 1479 over Big
Pine Creek,Alleghany County(WBS 1113.200311)

Dear Ms.Beckwith and Mr. Wanucha,
The North Carolina Department of Transportation(NCDOT) applied for a Nationwide 404 Permit and
401 Certification for the subject project. North Carolina Wildlife Resources Commission(NCWRC) staff
are familiar with the wildlife resources in the project area. Comments on the application from the
NCWRC are offered to help conserve the wildlife resources affected by the project and to promote
wildlife-based recreation in accordance with applicable provisions of the state and federal Environmental
Policy Acts (G.S. 113A-1through 113-10; 1 NCAC 25 and 42 U.S.C. 4332(2)(c),respectively),the Clean
Water Act of 1977 (33 U.S.C. 466 et seq.), and the Fish and Wildlife Coordination Act(48 Stat. 401, as
amended; 16 U.S.C. 661-667d).
The project involves replacing the existing timber bridge over Ping Pine Creek with a similar structure.
As noted in the prior correspondence from NCDOT,the NCWRC believes that the trout moratorium can
be waived for this project. This stream has poor quality and trout were not detected in the most recent
sampling. The NCWRC has no concerns with the proposed project.
