CIVIL GENERAL NOTES:
1. ALL CONSTRUCTION SHALL COMPLY WITH THE BRUNSWICK COUNTY DEVELOPMENT REGULATIONS
AND STANDARDS AND THE CURRENT VERSION OF THE NCDOT STANDARDS AND SPECIFICATIONS.
2. CONTRACTOR SHALL HIRE A NC LICENSED GEOTECHNICAL ENGINEERING AND CONSTRUCTION
MATERIALS TESTING FIRM TO DEVELOP A COMPREHENSIVE TESTING PLAN IN ACCORDANCE WITH THE
ABOVE NOTED STANDARDS AND SPECIFICATIONS, AND TO PERFORM CONSTRUCTION TESTING. A
COPY OF THE TESTING PLANS AND RESULTS SHALL BE PROVIDED TO THE ENGINEER FOR REVIEW.
3. EXISTING UTILITY INFORMATION IS NOT TO BE RELIED ON AS BEING EXACT OR COMPLETE. THE
CONTRACTOR SHALL BE RESPONSIBLE FOR LOCATION, VERIFICATION, SUPPORT AND PROTECTION OF
ALL ABOVEGROUND AND UNDERGROUND UTILITIES TO REMAIN IN PLACE, INCLUDING ANY UTILITIES
NOT INDICATED ON CONTRACT DRAWINGS. ANY CONFLICTS OR DISCREPANCIES SHALL BE BROUGHT
TO THE OWNER'S AND ENGINEER'S ATTENTION IMMEDIATELY.
4. CONTRACTOR SHALL PROTECT ALL EXISTING STRUCTURES, TREES, PAVEMENT, UTILITIES, AND
OTHER PROPERTY UNLESS THEY ARE TO BE DEMOLISHED. ANY PROPERTY NOT AUTHORIZED FOR
REMOVAL, BUT DAMAGED BY THE CONTRACTOR SHALL BE RESTORED BY THE CONTRACTOR TO THE
OWNER'S SATISFACTION AT NO ADDITIONAL EXPENSE TO THE OWNER.
5. CONTRACTOR SHALL MAKE EVERY EFFORT TO SAVE PROPERTY IRONS, MONUMENTS, OTHER
PERMANENT POINTS AND LINES OF REFERENCE AND CONSTRUCTION STAKES. PROPERTY IRONS,
MONUMENTS, AND OTHER PERMANENT POINTS OF REFERENCE DESTROYED BY THE CONTRACTOR
SHALL BE REPLACED BY A NORTH CAROLINA LICENSED LAND SURVEYOR AT THE CONTRACTOR'S
EXPENSE.
6. IN ADVANCE OF STARTING WORK, CONTRACTOR TO EXAMINE THE PROJECT SITE AND MAKE ANY AND
ALL INVESTIGATIONS AND EVALUATIONS AS NECESSARY TO DETERMINE EXISTING CONDITIONS
ON -SITE AND VERIFY ANY OR UNFORESEEN ITEMS THAT MAY IMPACT COMPLETE EXECUTION OF
DESIGN. ANY CONFLICTS OR DISCREPANCIES SHALL BE BROUGHT TO THE OWNERS'S AND
ENGINEER'S ATTENTION IMMEDIATELY.
7. THE CONTRACTOR SHALL MAKE SURE THAT WORK PERFORMED UNDER THIS CONTRACT SHALL NOT
IMPACT THE OPERATION OF ANY ADJACENT PROPERTIES.
8. CONTRACTOR SHALL SEQUENCE WORK AS NECESSARY TO ENSURE THAT ALL UTILITY SERVICES,
INCLUDING FIRE HYDRANTS, REMAIN OPERATIONAL DURING CONSTRUCTION.
9. THE CONTRACTOR SHALL RESTORE ANY ACCESS ROADS AND STAGING AREAS USED BACK TO THEIR
ORIGINAL CONDITION. ALL DISTURBED AREAS SHALL BE VEGETATED IN ACCORDANCE WITH THE
PROJECT SPECIFICATIONS.
10. THE CONTRACTOR SHALL TAKE ADEQUATE PROTECTIVE MEASURES TO ENSURE THAT EXISTING
PAVEMENT SURFACES ARE NOT DAMAGED FROM TRACKED CONSTRUCTION EQUIPMENT OR ANY
OTHER POSSIBLE SOURCE WHEN EQUIPMENT IS BEING MOVED DURING AND AFTER WORK IS BEING
CONDUCTED. CONTRACTOR SHALL REPAIR ANY PAVED AREAS DAMAGED DURING CONSTRUCTION TO
THE SATISFACTION OF THE OWNER.
11. EXISTING PAVEMENTS AND ALL OTHER AREAS ADJACENT TO THE SITE SHALL BE KEPT CLEAN AT ALL
TIMES. DO NOT ALLOW BUILD UP OF SOIL, MUD, DUST OR OTHER DEBRIS.
12. CONTRACTOR IS RESPONSIBLE FOR ALL SURVEYING AND STAKING TO COMPLETE THE WORK.
13. ANY AND ALL MATERIAL QUANTITIES INDICATED ON THIS PLAN SET ARE FOR REFERENCE ONLY.
CONTRACTOR MUST VERIFY ALL MATERIAL QUANTITIES SHOWN.
14. THE WETLANDS DEPICTED IN THIS PLAN SET WERE DELINEATED BY SOUTHERN ENVIRONMENTAL
GROUP, INC. AND SURVEYED BY DANFORD AND ASSOCIATES.

SIGNAGE, STRIPING, AND MARKING NOTES:
1. ANY SIGNAGE FOR THE SITE SHALL BE SUBMITTED FOR APPROVAL BY BRUNSWICK COUNTY AT A
LATER DATE. NO SIGNAGE SHALL BE INSTALLED WITHOUT FIRST OBTAINING THE PROPER

2. CONTRACTOR SHALL COMPLY WITH THE CURRENT NORTH CAROLINA DEPARTMENT OF
TRANSPORTATION (NCDOT) STANDARD SPECIFICATIONS FOR ROADS AND STRUCTURES, NCDOT
ROADWAY STANDARD DRAWINGS, AND THE 2018 NCDOT PROJECT SPECIAL PROVISIONS UNLESS
OTHERWISE NOTED.
3. CONFORM ALL SIGNS AND TRAFFIC CONTROL DEVICES TO MANUAL ON UNIFORM TRAFFIC CONTROL
DEVICES (MUTCD). (CURRENT VERSION)
4. USE THE COLOR WHITE FOR ALL PAVEMENT MARKINGS AND SYMBOLS UNLESS OTHERWISE NOTED.
5. DO NOT LOCATE PAVEMENT MARKING SYMBOLS AS TO ENCROACH INTO INTERSECTION AREAS.

GENERAL UTILITY NOTES:
1. WATER SERVICE IS PUBLIC BY BRUNSWICK COUNTY. ALL WATERLINE MATERIALS, CONSTRUCTION AND
WORKMANSHIP SHALL CONFORM TO BRUNSWICK COUNTY AND NCDEQ STANDARDS AND
SPECIFICATIONS.
2. SEWER SERVICE IS PUBLIC BY BRUNSWICK COUNTY. ALL SEWER MATERIALS, CONSTRUCTION, AND
WORKMANSHIP SHALL CONFORM TO BRUNSWICK COUNTY AND NCDEQ STANDARDS AND
SPECIFICATIONS.
3. A NORTH CAROLINA LICENSED UTILITY CONTRACTOR SHALL PERFORM ALL UTILITY WORK INVOLVED IN
CONSTRUCTING THIS PROJECT.
4. THE WATER AND SEWER LINES PROPOSED FOR THE PROJECT REQUIRE PERMITTING THROUGH
NCDEQ. ALL INSTALLATION OF UTILITIES SHALL BE INSTALLED IN ACCORDANCE WITH PERMITS FROM
NCDEQ.
5. THE CONTRACTOR SHALL SCHEDULE A PRE -CONSTRUCTION MEETING WITH BRUNSWICK COUNTY AND
ENGINEER PRIOR TO INITIATING WORK.
6. CONTRACTOR SHALL ISOLATE ALL NEW PIPING FROM EXISTING PIPING UNTIL ALL NEW PIPING HAS
BEEN TESTED, CERTIFIED, AND ACCEPTED FOR SERVICE.
7. CONTRACTOR SHALL FIELD VERIFY ALL EXISTING UTILITY LINES PRIOR TO THE INSTALLATION OF ANY
NEW LINES.
8. ALL FILL MATERIAL IS TO BE IN PLACE AND COMPACTED BEFORE INSTALLATION OF PROPOSED
UTILITIES. IF NOT, CONTRACTOR SHALL ENSURE THAT MINIMUM COVER REQUIREMENTS ARE MET AND
THAT UTILITIES ARE ADEQUATELY PROTECTED.
9. EXISTING UTILITIES SHALL BE PROTECTED DURING CONSTRUCTION. CONTRACTOR SHALL HAND
EXCAVATE WHEN ADJACENT TO EXISTING UTILITIES.
10. CONTRACTOR SHALL NOTIFY THE UTILITY AUTHORITY'S INSPECTORS AND ENGINEER AT LEAST 72
HOURS BEFORE CONNECTING TO ANY EXISTING LINE AND/OR BEGINNING UTILITY LINE INSTALLATION.
11. CONTRACTOR SHALL NOTIFY AND RECEIVE APPROVAL FROM THE UTILITY AUTHORITY'S INSPECTORS
AND ENGINEER AT LEAST 10 DAYS PRIOR TO ANY UTILITY DISRUPTIONS.
12. THE UTILITY DRAWINGS DO NOT SHOW EVERY OFFSET, TRANSITION, AND FITTING THAT MAY BE
REQUIRED. CONTRACTOR SHALL BE RESPONSIBLE FOR DETERMINATION OF AND PROVIDING FITTINGS
AND CONCRETE THRUST BLOCKS NECESSARY FOR COMPLETION OF THE SYSTEM.
WATER NOTES:
1. MINIMUM UTILITY SEPARATIONS

- 18-INCHES (VERTICAL - WATER OVER SEWER (PREFERRED)
- 12-INCHES (VERTICAL)
2. A WATER MAIN THAT CROSSES A SEWER SHALL BE LAID A MINIMUM VERTICAL DISTANCE OF 18
INCHES FROM THE OUTSIDE OF THE WATER MAIN AND THE OUTSIDE OF THE SEWER, EITHER ABOVE
OR BELOW THE SEWER, WITH PREFERENCE TO THE WATER MAIN LOCATED ABOVE THE SEWER. ONE
FULL LENGTH OF WATER PIPE SHALL BE LOCATED SO THAT BOTH JOINTS WILL BE AS FAR FROM THE
SEWER AS POSSIBLE. IF THE VERTICAL SEPARATION IS LESS THAN 18", THE SEWER AND WATERMAIN
SHALL BOTH BE DUCTILE IRON PIPE OR FERROUS MATERIAL FOR A DISTANCE OF 10' ON EACH SIDE OF
THE CROSSING (20' LENGTH CENTERED AT CROSSING - NO JOINTS). ALTERNATIVES MAY BE
APPROVED AS OUTLINED IN 15A NCAC 18C .0906(f).
3. ALL WATERLINES SHALL HAVE A MINIMUM OF 36-INCHES OF COVER FROM THE ELEVATION OF
FINISHED GRADE, OR SHALL BE DUCTILE IRON PIPE OR FERROUS MATERIAL.
4. ALL WATERLINES SHALL HAVE A MINIMUM OF 12-INCHES OF SEPARATION BETWEEN THE PROPOSED
UNDERGROUND POWER AND COMMUNICATION LINES. COORDINATE WITH THE SITE ELECTRICAL
CONTRACTOR.
5. WHERE A WATERLINE PASSES UNDER A STORM DRAIN PIPE THAT IS GREATER OR EQUAL TO 36"
DIAMETER OR LESS THAN 12-INCHES OF VERTICAL SEPARATION, THE WATERLINE SHALL BE DUCTILE
IRON PIPE OR FERROUS MATERIAL FOR A DISTANCE OF 10' ON EACH SIDE OF THE CROSSING (20'
LENGTH CENTERED AT CROSSING - NO JOINTS). ALTERNATIVES MAY BE APPROVED AS OUTLINED IN
15A NCAC 18C .0904(c).
6. ALL LOTS ARE REQUIRED TO HAVE DOUBLE METER BOXES PER BRUNSWICK COUNTY STANDARDS.
SANITARY SEWER NOTES:
1. MAXIMUM SPACE BETWEEN CLEANOUTS ON SERVICE LINES IS 100-FEET. CLEANOUTS SHALL BE
PLACED AT ALL VERTICAL AND HORIZONTAL CHANGES OF DIRECTION.
2. MANHOLES AND CLEANOUTS LOCATED IN PAVEMENT, CONCRETE OR OTHER TRAFFIC AREAS SHALL
BE SET FLUSH TO FINISHED GRADE AND BE HEAVY-DUTY TRAFFIC RATED.
3. MANHOLES AND CLEANOUTS IN UNPAVED AND NON -TRAFFIC AREAS SHALL BE SET AT 1-INCH ABOVE
FINISHED GRADE.
4. ALL SEWER LINES SHALL HAVE A MINIMUM OF 36-INCHES OF COVER FROM THE ELEVATION OF FINISH
GRADE, OR SHALL BE DUCTILE IRON PIPE OR FERROUS MATERIAL.
5. MINIMUM UTILITY SEPARATIONS: WATER SEE WATER NOTES ABOVE
STORM SEWER 18-INCHES (VERTICAL)
6. WHERE SANITARY SEWERS PASS UNDER STORMDRAIN PIPE AND THE VERTICAL SEPARATION IS LESS
THAN 18-INCHES, ENGINEERING SOLUTIONS, SUCH AS DUCTILE IRON PIPE OR BRIDGING SHALL BE

7. WHERE SANITARY SEWERS PASS OVER STORMDRAIN PIPE AND THE VERTICAL SEPARATION IS LESS
THAN 18-INCHES, THE SANITARY SEWER SHALL MEET THE MATERIALS, TESTING METHODS, AND
ACCEPTABILITY STANDARDS FOR WATER MAINS (15A NCAC 18C).
8. ALL SEWER WITHIN 50' OF WATERS CLASSIFIED AS WS-II, WS-III, WS-IV, B, SA, ORW, HQW, OR SB FROM
HIGH WATER OR TIDE ELEVATION, WETLANDS THAT ARE DIRECTLY ABUTTING THESE WATERS, AND
WETLANDS CLASSIFIED AS UWL OR SWL SHALL MEET THE MATERIALS, TESTING, AND ACCEPTABILITY
STANDARDS FOR WATERMAINS AS SPECIFIED IN 15A NCAC 18C.
9. ALL SEWER WITHIN 10' OF ANY OTHER STREAM (AS LISTED ABOVE), LAKE, IMPOUNDMENT, WETLANDS
CLASSIFIED AS WL, WATERS CLASSIFIED AS C, SC, OR WS-V, OR GROUND WATER LOWERING AND
SURFACE DRAINAGE DITCHES SHALL MEET THE MATERIALS, TESTING, AND ACCEPTABILITY
STANDARDS FOR WATERMAINS AS SPECIFIED IN 15A NCAC 18C.
10. CONTRACTOR SHALL EXERCISE EXTREME CAUTION AND TAKE ADEQUATE PRECAUTIONS WHEN
INSTALLING UTILITIES IMMEDIATELY ADJACENT TO WETLANDS TO ENSURE THAT WETLANDS ARE NOT
IMPACTED OR DISTURBED.
SEDIMENTATION OPERATION & MAINTENANCE NOTES:
1. THE TOTAL AREA OF DISTURBANCE IS APPROXIMATELY 47.0 ACRES.
2. ALL EROSION AND SEDIMENT CONTROL PRACTICES WILL BE CHECKED FOR STABILITY AND OPERATION
FOLLOWING EVERY RUNOFF -PRODUCING RAINFALL BUT IN NO CASE LESS THAN ONCE EVERY WEEK.
ANY NEEDED REPAIRS WILL BE MADE IMMEDIATELY TO MAINTAIN ALL PRACTICES AS DESIGNED.
3. TEMPORARY CONSTRUCTION ENTRANCE SHALL BE INSPECTED WEEKLY IN ORDER TO KEEP SEDIMENT
FROM BEING TRANSPORTED OFFSITE.
PAVEMENT NOTES:
1. CONTRACTOR SHALL PROVIDE JOINTS IN CONCRETE WALKS AND DRIVES (CONTRACTION, EXPANSION
AND DOWELED CONSTRUCTION JOINTS) AS REQUIRED TO CONTROL CRACKING.
2. WHERE CONCRETE DRIVES ABUT ASPHALT PAVEMENT, BUILDINGS, OR OTHER STRUCTURE, THE
CONTRACTOR SHALL INSTALL A THICKENED CONCRETE EDGE AND EXPANSION JOINT.
3. ALL PAVEMENTS SHALL BE INSTALLED IN ACCORDANCE WITH CURRENT NCDOT STANDARDS AND
SPECIFICATIONS.
RETAINING WALL NOTES:
1. ALL RETAINING WALLS ARE SHOWN FOR REFERENCE ONLY. RETAINING WALLS SHALL BE DESIGNED
BY A STRUCTURAL ENGINEER IF THEY MEET THE FOLLOWING TWO BUILDING CODES:
1.1. 1807.2.4 RETAINING SYSTEMS ADJACENT TO STRUCTURES: RETAINING SYSTEMS LESS THAN 5
FEET (1524 MILLIMETERS) IN CUMULATIVE VERTICAL RELIEF AND ADJACENT TO A STRUCTURE
LOCATED CLOSER THAN THE VERTICAL RELIEF SHALL BE DESIGNED UNDER THE RESPONSIBLE
CHARGE OF A REGISTERED DESIGN PROFESSIONAL.
1.2. 1807.2.5 RETAINING SYSTEMS: RETAINING SYSTEMS PROVIDING A CUMULATIVE VERTICAL RELIEF
GREATER THAN 5 FEET (1524 MILLIMETERS) IN HEIGHT WITHIN A HORIZONTAL SEPARATION
DISTANCE OF 50 FEET (15 M) OR LESS, INCLUDING RETAINING WALLS OR MECHANICALLY
STABILIZED EARTH WALLS, SHALL BE DESIGNED UNDER THE RESPONSIBLE CHARGE OF A
REGISTERED DESIGN PROFESSIONAL.
STORMWATER AND GRADING NOTES:
1. THE PROJECT WILL REQUIRE A STATE STORMWATER PERMIT ISSUED BY NCDEQ AND APPROVAL
FROM BRUNSWICK COUNTY.
2. NO FEDERAL OR STATE SURFACE WATERS, REGULATORY FLOOD ZONES, PROTECTED VEGETATED
SETBACKS, OR PROTECTED RIPARIAN BUFFERS EXIST WITHIN THE PROJECT AREA.
3. ALL RUNOFF FROM IMPERVIOUS SURFACES IS TO BE DIRECTED TO THE STORMWATER COLLECTION
SYSTEM.
4. ALL STORMWATER RUNOFF SHALL BE DIRECTED AWAY FROM THE BUILDINGS AND TO THE
STORMWATER COLLECTION SYSTEM.
5. CONTRACTOR SHALL COORDINATE WITH THE UTILITY PROVIDERS FOR REQUIRED UTILITY
ADJUSTMENTS AND/OR RELOCATIONS.
6. ALL CUT OR FILL SLOPES SHALL BE 3:1 OR FLATTER UNLESS OTHERWISE NOTED.
7. DURING CONSTRUCTION, CONTRACTOR SHALL PERFORM GRADING IN A MANNER AND SEQUENCE
THAT WILL PROVIDE PROPER DRAINAGE AT ALL TIMES.
8. UPON THE COMPLETION OF CONSTRUCTION AND SITE STABILIZATION, ALL PROPOSED AND EXISTING
PIPES AFFECTED BY CONSTRUCTION SHALL BE CLEANED OUT TO REMOVE ALL ACCUMULATED SILT
AND DEBRIS.
9. UPON COMPLETION OF CONSTRUCTION AND SITE STABILIZATION, ACCUMULATED SILT FROM THE
PROJECT CONSTRUCTION SHALL BE REMOVED FROM THE STORMWATER POND.
10. UNLESS OTHERWISE NOTED, ALL STORMDRAIN MATERIALS, CONSTRUCTION AND WORKMANSHIP
SHALL CONFORM TO NCDOT STANDARDS AND SPECIFICATIONS.
11. ALL STORMDRAIN TO BE ADS "HP" PIPE OR ENGINEER APPROVED EQUAL. ALL STORMDRAIN TO BE
INSTALLED, INSPECTED, AND TESTED IN ACCORDANCE WITH PROJECT SPECIFICATIONS AND
MANUFACTURERS RECOMMENDATIONS.
SEQUENCE OF LAND DISTURBANCE:
1. SCHEDULE A PRE -CONFERENCE MEETING WITH DEQ-DEMLR WILMINGTON REGIONAL OFFICE UPON
THE COMMENCEMENT OF LAND DISTURBING ACTIVITIES ON THE SITE.
2. DETERMINE AND MARK LIMITS OF DISTURBANCE.
3. INSTALL STONE CONSTRUCTION ENTRANCE, AND SILT FENCE.
4. INSTALL SEDIMENT BASINS, SKIMMER DEWATERING DEVICES AND TEMPORARY DIVERSIONS.
5. DEMOLISH EXISTING SITE FEATURES PER DEMOLITION PLAN.
6.
TOPSOIL REMOVAL AND STORAGE. ALL ROOTS, STUMPS, OR OTHER DEBRIS SHALL BE REMOVED
FROM TOPSOIL PRIOR TO STOCKPILING. SURFACE DRAINAGE PRIOR TO STORMDRAIN INSTALLATION
SHALL BE DIRECTED TO TEMPORARY DIVERSIONS AS APPLICABLE FOR CONVEYANCE TO SEDIMENT
BASIN.
7. INSTALL STORMDRAIN AND INLET/OUTLET PROTECTION.
8. BRING SITE TO FINAL GRADE. SPREAD STOCKPILED TOPSOIL OVER DISTURBED AREAS.
9. INSPECT AND MAINTAIN ALL EROSION CONTROL DEVICES EVERY 7 DAYS AND AFTER EACH
SIGNIFICANT RAINFALL EVENT (1.0" OR GREATER).
10. PLACE TEMPORARY SEEDING, INCLUDING MULCHING AND CRIMPING, ON ALL PERIMETER SWALES
AND ALL AREAS WITH SLOPES GREATER THAN 3:1 THAT ARE TO BE LEFT IDLE FOR MORE THAN 7
DAYS. PLACE TEMPORARY SEEDING, INCLUDING MULCHING AND CRIMPING, ON ALL OTHER
DISTURBED AREAS THAT ARE TO BE LEFT IDLE FOR MORE THAN 14 DAYS.
11. PERMANENT GRASS SHALL BE INSTALLED FOR ALL AREAS AT FINAL GRADE AND IN SEASON.
FERTILIZE, WATER AND REPLACE AS REQUIRED TO ESTABLISH A VIGOROUS STAND OF GRASS.
TEMPORARY IRRIGATION MAY BE REQUIRED UNTIL GRASS IS FULLY ESTABLISHED.
12. CONTRACTOR SHALL MAINTAIN GRASS AS REQUIRED. THIS INCLUDES BUT IS NOT LIMITED TO
IRRIGATING AND MOWING GRASS AND RE -SEEDING / RE -SODDING BARE OR ERODED AREAS.
13. AFTER COMPLETION OF CONSTRUCTION AND THE SITE IS STABILIZED, REMOVE ALL ACCUMULATED
SEDIMENT FROM SILT FENCE AND OTHER EROSION CONTROL MEASURES AND SPREAD EVENLY
ACROSS THE SITE. GRASS THESE AREAS IMMEDIATELY AND REMOVE ALL EROSION CONTROL
MEASURES.
14. IF SEDIMENT CAN NOT BE SPREAD EVENLY ACROSS THE SITE BECAUSE THE SITE HAS ALREADY BEEN
STABILIZED / VEGETATED, CONTRACTOR SHALL BE RESPONSIBLE FOR TRANSPORTING SEDIMENT
OFFSITE AND DISPOSING OF SEDIMENT IN ACCORDANCE WITH ALL LOCAL, STATE, AND FEDERAL
