Naylor Reference: Engineering Proposal for NPDES Permit Worth Chemical Corporation 2 Segal Boulevard Greensboro, North Carolina r o .+ Dear Mr. Naylor: As outlined in the State of North Carolina Administrative Code Section 15 NCAC 2H.0105, Aquaterra, Inc. has prepared this Engineering Proposal. 15 NCAC 21-1.0105 c 1 The waste to be discharged consists of pretreated ground water obtained from a ground water remediation system. Ground water contaminated with Volatile and Semi -Volatile Organic Compounds will be pumped from two ground water extraction wells to an air stripping unit, treated, and discharged to the South Buffalo Creek Tributary A. A copy of the laboratory analytical results on the influent and a list of additional compounds also found in the ground water can be found in Attachment A. Laboratory analysis was performed by Industrial and Environmental Analysts, Inc. of the Research Triangle Park, North Carolina. 15 NCAC 21-1.0105 (c) (2 The proposed treatment system and point of discharge has been selected as the most environmentally sound and cost effective option. The large volume of water to be pumped (maximum estimated volume of 216,000 gpd) prohibits the option of pumping and hauling from the site for disposal on a cost effective basis. Worth Chemical has received a POTW discharge permit, Permit No. 5-2015, which limits the flow to 15,000 gpd, far below the necessary flow rate to effectively begin restoration of the aquifer. Engineering Proposal for NPDES Permit Worth Chemical Corporation Page 2 15 NCAC 2H.0105 (c) (3 The proposed air stripping system, designed and built by Four Seasons Industrial Services, Inc. of Greensboro, North Carolina has been designed to operate at liquid flow rates of up to 150 gpm with an air to water volume ration of approximately 100 to 1. Air and water flow rates may be adjusted along with system controls to operate at lower capacities if required as a result of site specific conditions. Operating conditions are adjusted by valves and controlled by differential pressure and float switches. Operating conditions are set and monitored using flow meters, level indicators for liquid flow, and pressure and differential pressure guages for air flow. Provisions are made to prevent the discharge of inadequately treated water should operating conditions vary from set operating ranges. In general, the influent is pumped to the top of the first air stripping column where a spray nozzle directs the water downward over the column packing material, used to increase the influent's surface area. Air is blow upward counter to the flow of the influent, volatilizing the organic compounds. The water from the first column is then collected and the process repeated in the second column. Essentially all the removals are achieved in the first stage of the two stage system. Testing of previously implemented air stripping systems has shown removal of up to 99.9% of VOC's. The effluent concentration at which there may be no observable inhibition of reproduction or significant mortality is 22- % (defined as treatment two in the North Carolina procedure document). The permit holder shall perform guartgrly monitoring using this procedure to establish compliance with the permit condition. The first test will be performed after thirty days from issuance of this permit during the months of Ckt . tan. kir. . Jul Effluent sampling for this testing shall be performed at the NPDES permitted final effluent discharge below all treatment processes. All toxicity testing results required as part of this permit condition will be entered on the Effluent Discharge Monitoring Form (1\1R-1) for the month in which it was performed, using the parameter code TGP3B. Box 27687 Raleigh, N.C. 27611 Test data shall be complete and accurate and include all supporting chemical/physical measurements performed in association with the toxicity tests, as well as all dose/response data. Total residual chlorine of the effluent toxicity sample must be measured and reported if chlorine is employed for disinfection of the waste stream. Should any single quarterly monitoring indicate a failure to meet specified limits, then monthly monitoring will begin immediately until such time that a single test is passed. Upon passing, this monthly test requirement will revert to quarterly in the months specified above. Should any test data from this monitoring requirement or tests performed by the North Carolina Division of Environmental Management indicate potential impacts to the receiving stream, this permit may be re -opened and modified to include alternate monitoring requirements or limits. NOTE: Failure to achieve test conditions as specified in the cited document, such as minitntim control organism survival and appropriate environmental controls, shall constitute an invidid test and will require immediate retesting(within 30 days of initial monitoring event). Directions to Site: Go north from the junction of West Wendover and Edwardia Drive on Edwardia Drive to Segal Boulevard (approx. .25 miles). The site is on the east side of the road behind the facility. 6. Discharge Point - Latitude: 360 3' 52" elevation = 815' +/- Longitude: 790 52' 37" Attach a USGS Map Extract and indicated treatment plant site and discharge point on map. USGS Quad No. C19SW or USGS Quad Name Guilford, N.C. 7. Size (land available for expansion and upgrading): Approx. 2 acres near the receiver stream have been regraded for the proposed system. Treatment system will be placed out of the flood plain which has been recently graded and covered with a mulch type material. 9. Describe receiving stream features and pertinent downstream uses: Initially, it is used for area stormwater run-off for the area south of market street (industrial and business area). There is a rural area before it receives the wastewater from T.Z. Osborne WWTP for the City of Greensboro. PART II - DESCRIPTION OF DISCHARGE AND TREATMENT WORKS 1. 2. The pond has been cleaned and filled and now the groundwater is being cleaned up. 4. Type of treatment (specify whether proposed or existing): The collected groundwater will be treated in a two (2) stage air stripping system. The effluent will be piped to the creek so as to allow end -of -pipe sampling if needed. 5. Sludge handling and disposal scheme: Contract disposal firm (probably Four Seasons Industrial) 6.
