(Y or N) If yes, explain with attachments. Olde Beau Golf Club JMN UT Laurel Branch 10/25/95 050703 Facility requesting renewal of existing permit. Extremely controversial discharger with much debate about its initial permit issuance in 1990. Permit finally issued after meeting (9/12/90) where officials of DEM, DEH, and other agencies determined that there were no non- discharge alternatives. Model was run to develop limits for the NPDES permit. Current limits are: Summer Winter BOD5 20 30 NH3 3 6.9 DO 5 NR TS S 30 30 Fecal 200 200 Cl 28 28 O&G 30 30 Special Note: Previous WLA done by C. Sanderson in 10/90, gave summer/winter limits of BOD5=30, NH3 = 3 and 6.9. Cannot find any documentation showing when the summer BOD5 limit was reduced to 20 mg/l. These limits of BOD5=20 & 30 mg/l, respectively, are the ones that are recorded in the the permit and compliance system but the origin, as far as WLA documentation, is unknown. Per telecon with Allan Smith of WSRO: 1) Qw of 40,000 GPD on his staff report was taken from previous staff report and is incorrect. The design capacity of the plant is 20,000 GPD. 2) The reason for the change of the BOD limit to 20 mg/l, is because of the two lakes up above the discharge, that are used during the summer for irrigation.(?). Therefore, the summer BOD limit was reduced from 30 • mg/l to 20 mg/l. WSRO has previously recommended denial of permit because of alternatives to discharge . that are available. WSRO staff report reports that spray irrigation, subsurface disposal, and wastewater reuse on the golf course are all alternatives that need to addressed. (These concerns were addressed in the 1990 meeting) Also indicated that the quality of the effluent has improved since Old Beau changed labs. 10/4/94 memo from the WSRO about the breach of a dam (due to heavy rainfall) @ Olde Beau on their lower pond. This breach occurred on 8/17/94. Downstream turbidity and suspended solids values were very high after this accident. Several complaints received about these problems in the stream. Recommendation: Facility appears to be well operated with no permit exceedances.Plant seems somewhat underutilized with an average flow of 3600 GPD. In lieu of downstream turbidity problems due to the dam breach, the effluent discharged by Old Beau doesn't appear to be causing any problems downstream. Recommend renewal of all existing limits. PART IV - EVALUATION AND RECOMMENDATIONS This Office originally requested that this Permit be denied due to the non -discharge alternatives available to the land owner and developer. This development continues to have environmental impacts to the stream. The ability of the treatment plant to produce a quality effluent has been, in the past, highly questionable. However, since Research and Analytical Labs (R&A) has taken over the wastewater responsibilities, the WWTP is meeting limits. WSRO still feels that there are viable alternatives to a discharge permit. This Office has seen no indication of legitimate reasons as to why the alternative methods are not practicable (note Alternative Analysis Evaluation above). It is strongly suggested that the new permit require an engineering report evaluating alternatives to discharge if such a report has not already been performed. If this report has been performed, WSRO would like to have a copy.
