There were no significant issues or findings noted during the inspection and therefore, a response to this inspection report is not required. This inspection was conducted to determine whether the system is being operated and maintained in compliance with Non- Discharge Permit No. WQ0039947. Robert Barr, ORC for the site, was present and assisted with the WWTS inspection. The system was operational at the time of the inspection, but the following maintenance needs and reminders should be noted: -The in-line flow meter needs to be calibrated annually. -Internet, affording remote system access, needs to be restored to the laptop within the maintenance shed. -Small trees and woody vegetation should be removed within the wet weather storage pond area. -Vehicular access through the drip fields, related to site construction, will not be granted until a plan has been established between Northgate, CSC Construction, RPB Systems, and the DEQ-DWR. Currently, the system is processing minimal flow (0-1000 gallons per day) with most of the wastewater related to maintenance staff on-site. Wastewater is pumped, via one pump station, into the 21,000-gallon EQ tank where it splits between two parallel treatment trains which are always running. After being pumped into septic tanks, it flows into recirculation tanks, then EZ treat pods. After going back through another round of recirculation and EZ treatment, the wastewater is treated with UV light in the dosing tank and then pumped to the drip irrigation areas. Compliance samples are collected after the dosing tank. On-site staff monitor pH and RPB Systems collects compliance samples. EQ Tank: Staff report that the EQ tank effluent pumps were replaced about 2 years ago to deal with pumping bulky solids. It is recommended that aeration be introduced to prevent solids buildup that has historically led to float and pump issues. The audio and visual alarms are reportedly working, although the internet connection that allows remote access was down at the time of the inspection. The internet connection needs to be repaired so staff can remotely observe and troubleshoot system operations. EZ- Treat Pods: The EZ treat pods were dosing at the time of the inspection and appeared to have even distribution. Staff report they clean the emitters as needed. A few spray nozzles have needed replacement and maintenance in the last year. Dosing tank: Alarms were working at the time of the inspection. Dosing tank highwater alarm sends an email to operations staff. An inline mag meter to the drip field is used for reporting. Meter only records continuously during irrigation. PLC records flow readings. This meter should be calibrated annually if used for reporting flow on the NDMRs. Wet- Weather Pond: The pond was empty at the time of the inspection. The small trees and woody vegetation need to be removed from the banks of the pond. Vegetative cover was consistent since being hydroseeded last year. Drip Lines: A rain meter is kept on site and readings are recorded. After the drip lines were severed in 2021, repairs were completed, and everything appeared to be operational at the time of this inspection. On the day of the inspection, Mark Brooks (engineer for the WWTS), representatives from CSC Construction Management, and Northgate representatives met to discuss temporary changes to the drip irrigation area to afford access up the mountain for construction of a roller coaster. The construction crews are looking to either temporarily or permanently cut off parts of certain irrigation areas (zones 8-12) to allow light vehicular traffic up an old logging road that transects the drip fields. Mark Brooks is going to have the area surveyed, compile calculations on flow reduction, and work with the ARO to determine the best short and long-term solutions. It is unclear whether the site can redirect wastewater to the remaining areas long-term, but they are looking to do so in the short-term while seasonal flows are minimal. The construction crew expects to wrap up their project by 5/29/23. The permit is up for renewal this year, and long-term changes to the irrigation fields would require a major permit modification. The ARO will continue conversations with Mr. Brooks, CSC, and Northgate to determine the most ideal short and long-term solutions.
