Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: Wooded, near agriculture fields, next to Blue Ridge Parkway 4b. Explain the purpose of the proposed project: * NCDOT proposes to replace existing bridge (Allegheny #122) in kind with concrete abutments and 30' 14" steel beams and wooden deck and wooden rails. The existing bridge is structurally deficient and poses a safety hazard. All work will be completed within the existing footprint of the current bridge and roadway, so no new grading/clearing/tree cutting required. The visible portions of the new bridge should be similar in appearance to the existing bridge, with wooden deck, wooden handrails, and ABC/gravel driving surface. The two main differences between the existing bridge and the new bridge will be the replacement of the wooden abutments with concrete abutments, and the new bridge will be 10' longer (same width as existing bridge). This longer length will allow us to build the new abutments further back from the stream edge (the existing bridge is right on the stream edge and subject to scour from the stream). The use of concrete abutments will lengthen the life of the new bridge and further reduce any possible issues from flood events. 41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used: * All work will be done in the dry, using sandbags to dewater the bents before removal. No new permanent impacts will occur from the project. Equipment needed to do the work include an NCDOT excavator, backhoe, generator, tool truck, dump truck, flat bed trucks, pickups. Concrete truck will be used to provide concrete for the two bridge bents/supports. Only certain pieces of equipment/vehicles will be on site at any given time. On most days, only 3-5 vehicles/pieces of equipment will be present. 5. Jurisdictional Determinations 5a.
