Mr. Tommy Spicer, ORC was present at this inspection. The inspection is comprised of an overall evaluation of the facilities equipment, and capability to produce an effluent discharge that meets NPDES permit limits. Permit Your NPDES permit became effective on October 1, 2013 and expires on September 30, 2018. The eDMR requirement is included in the permit under Section A.(3). Wilkes County Schools did register for eDMR, and is working on eDMR submission. Please remember that both paper and eDMR submission are required at this time. Records & Reports Mr. Spicer maintains an operator log, which documents sampling, analysis, Operations & Maintenance, and his visitations. The records are well organized and maintained in a file cabinet. All are in excellent order. Facility Site Review There are six (6) sandfilter beds at this location. All beds are dosed at the same time. Distribution lines are all intact and properly dosing. The small leak in the dosing tank was repaired. Flow Measurement The flow is measured with an electronic counter, which counts the number of doses the sandfilter receives. The pH calibration is performed with a SensIon 156, using a three-point calibration method (buffers 4, 7, 10), and a midrange check at 7.0. The calibration is recorded. Temperature is measured with the pH meter and is calibrated, documented, and is traceable to NIST. The Dissolved Oxygen is measured with an YSI, Model 50B meter, and the air calibration is performed. The Total Residual Chlorine is measured with a Hach DR2700 spectrophotometer. The 5-point annual calibration is scheduled to be performed during October 2015. Effluent/Receiving Waters The effluent as observed in the effluent well, which is discharged into Wolf Branch, Class B waters was clear at the effluent station. Operations & Maintenance The facility is satisfactorily operated and maintained. Mr. Tommy Spicer, Grade II is the ORC; Mr. Stacy Higgins, Grade II, Back-up ORC. The effluent from the sandfilter was discharged to a tablet chlorinator, which used two tubes; followed by tablet de - chlorination, which used sodium sulfite tablets in two tubes. Both units are in good condition. The sand beds need some sand added. Soda ash (sodium carbonate) and Sodium bicarbonate are periodically added to the septic tank. Self -Monitoring Program A review of the monthly self -monitoring reports from January 2015 through July 2015 showed no limit violations. The compliance evaluation inspection is satisfactory.
