HomeMy WebLinkAboutNCG510431_Compliance Evaluation Inspection_20151028North Carolina Department of Environmental Quality Pat McCrory Governor October 28, 2015 Mr. Mike Ruffin, Manager County of Davie 123 South Main Street Mocksville, NC 27028 Subject: General Wastewater Permit Inspection Davie Law Enforcement Center Groundwater Remediation System Certificate of Coverage No. NCG510431 Davie County Dear Mr. Ruffin: Donald R. van der Vaart Secretary On October 26, 2015, Mike Mickey of this office met with Gary Simcox of S&ME to perform a General Wastewater Permit Inspection on the groundwater remediation system serving the Davie Law Enforcement Center located at 140 South Main Street in Mocksville. The inspection findings are detailed below and an inspection checklist is attached. I. Permit The Certificate of Coverage is for the remediation and discharge of groundwater that is contaminated with diesel fuel. The permit expires next on September 30, 2016. II. Records/Reports Part I. A.(2) of the permit establishes monthly flow monitoring and quarterly analytical monitoring of the discharge. A review of the sample data collected on 12/9/14, 3/19/15, 6/19/15 and 10/2/15 by S&ME showed that all parameters were compliant with permit limits. Please note that there are no standardized discharge monitoring forms that have to be submitted. Records must simply be maintained for the facility for a period of three years. III. Facility Site Review No discharge was occurring at the time of the inspection due to routine maintenance being performed on the system. The effluent discharged via two 2-inch PVC pipes into a downslope ravine. One of the pipes was broken and needs to be replaced. The treated effluent eventually reaches.a tributary to Leonard's Creek, class "C" waters in the Yadkin -Pee Dee River Basin. El ❑ M ❑ Comment: Flow is measured using an in -line totalizer located after the activated carbon vessels. Readings are recorded at each site visit The average discharge quantity for a 373 day period was approx 2,100 GPD. Effluent samples are collected from a spigot in the remediation building that follows the activated carbon vessels The PH is measured on site and all other Parameters are sent off for analysis A review of the quarterly sample data collected by S&ME on 1219114, 3/19/15, 6/19/15 and 10/2/15 showed the system to be compliant with permit limits. The ravine forms the headwaters of Leonard Creek class "C" waters in the Yadkin -Pee Dee River Basin. Page# 3
