A review has been conducted of the Town of Blowing Rock's self -reported Sanitary Sewer Overflows for November,
2015. This review has shown the Town of Blowing Rock to be in violation of the requirements found in collection system
permit WQCS00142 and/or NC General Statute 143-215. 1 (a)(1). The violation(s) that occurred are summarized below:

problem(s). Please note that the Division of Water Resources (DWR) began assessing civil penalties for
severe and/or repeat SSOs on December 1, 2007. Enforcement decisions are based on volume spilled,
volume reaching surface waters, duration, gravity, impacts to public health, fish kills, and other factors.
