This letter is in response to the Notice of Violation, Tracking No.: NOV-2023-DV-0038, concerning
Incident Numbers 202201789 and 202201800.
Incident Number 202201789 was a sanitary sewer overflow (SSO) that occurred on December 9, 2022,
at 1601 Lazy Ln. High Point, North Carolina.
Once crews were dispatched to the call, they were onsite and working at 3:05 pm. The manhole level
dropped at 3:40 pm. The cause of the overflow was grease and debris.
The grease was traced to a private apartment complex upstream from the overflow. The area upstream
is residential with no restaurants or nonresidential grease contributors. Fats, Oils, and Grease (F.O.G.)
educational material was given to the apartment management to give to their residents. Crews also
used degreaser when flushing the mains. Cleaning and inspections have been increased at this
location.
The debris in the line consisted of some large rocks and gravel. The suspected cause of the debris
appears to be the recent construction and expansion of a nearby highway. This sewer main has been
cleaned and placed on root control since March 2022.
Crews removed all solids from the spill site and staked off the surrounding area. They also applied lime
for disinfection purposes. This area has also been inspected by sewer camera operators to ensure
grease and debris have been removed.

Incident Number 20221800 was an SSO that occurred on December 13, 2022, at 4004 Premier Dr.
High Point, North Carolina. The upstream area includes a large, private apartment complex and several
restaurants. There have been no previous issues with this sewer main prior to this overflow. The cause
of the stoppage was gravel and flushable wipes. The gravel is determined to have come from nearby
construction and development.
Once the overflow was found at 4:51 pm, crews were on site and had the overflow stopped by 5:26 pm.
Sewer crews removed several buckets full of flushable wipes. Crews staked off the spill site and spread
lime out over the surrounding area. They then used a skid steer and shovels to dig out the
contaminated soil and replaced it with clean stone. Crews traced the creek to ensure there was no fish
kill. The creek was also flushed. The sewer camera crew televised the sewer mains upstream and
downstream to ensure the removal of the debris.
We are currently researching potential options for public educational materials concerning the risks of
using flushable wipes and how they cause damage in the wastewater collection system.
