Dear Mr. Snider,
This letter is in response to a Notice of Intent to Issue Civil Penalty that has been issued against the City
of Eden Collection System Permit No. WQCS00018 as of December 14, 2022 for incident number
202201744 & 202201750.
Incident number 202201744 concerns a sanitary sewer overflow that occurred on November 18, 2022
from the gravity system servicing the City's Mansfield Station gravity basin. This sanitary sewer overflow
occurred at 1049 Hillcrest Rd. Approximately 3,600 gallons of untreated sewage was released with
2,400 gallons reaching an unnamed tributary leading to the Smith River. The overflow was
unfortunately caused by roots in the line.
Firstly, I would like to mention, there was a mistype on my part on the report. The event only lasted 3
hours but I accidently put the wrong stop date, making the event look like it lasted 10 days. It did not,
please consider this when reviewing. Secondly, we have not had an issue with roots in this area within
my 10 years with Eden. That being said, it will now be treated and receive more periodic inspections.
Incident number 202201750 concerns a sanitary sewer overflow that occurred on November 30, 2022
from the gravity system servicing the City s Railroad Station gravity basin. This sanitary sewer overflow
occurred at 1401 Front St. Approximately 600 gallons of untreated sewage was released with all 600
gallons reaching Dry Creek leading to the Dan River. The overflow was unfortunately caused by debris in
the line.

We have just had a significant amount of l&I reduced from this area. It is believed that contributed to
the debris being able to build up as it did, unable to be flushed away. We have since cleaned the area
thoroughly.
The City of Eden takes sanitary sewer overflows with extreme seriousness and we are doing everything
we can to eliminate them.
Please take these facts into consideration when deciding what action to take.
