Services FROM: M. Steven Mauney ` Regional Engineer SUBJECT: Stream Assessment Burlington Southside Alamance County Attached is the memo of 11/7/84 on the Burlington Southside SOC. I wanted to confirm the items discussed 11/14/84 with you and Trevor Clements on the process wastewater from Cortina Fabrics. The plant is adding a pad dyeing process for curtain fabrics primarily consisting of polyester yarn. Mr. R. P. Martin, General Manager, stated that approximately 10 percenz of the dyestuffs would be lost to the effluent and that Part C.1 on Attachment #2 specifies the total weekly estimate of chemicals. Therefore only 1 percent of the quantities of chemicals listed are expected to be discharged to the sewer during any work day. Mr. Martin stated that suppliers indicated the dyes did not contain any of the 65 toxics. A potential supplier of these materials is Inmont Chemical of Charlotte, N.C. The City has not required any pretreatment and it is expected that the discharge will comply with the City's sewer drainage. If any questions arise please advise. An in --stream assessment has been requested and a complete review -'of the City's compliance status has been made. . The present flow through the plant is 6,325 MGD. The. -design flow- is 9.5 MGD. The requested additional flow will contain some industrial wast.e-.: The sampling data of this waste is attached. GPD The attachment of Swepsonville to Southside Burlington Wastewater Treat- ment Plant was approved in 1983 with the understanding that the Burlington facility would be upgraded and in compliance by the time Swepsonville finished the pump station. The station is ready to be put in service. The residential flow and the non process flow from Honda are currently treated by the Swepsonville Wastewater Treatment Plant. The industrial flow for Honda was'excluded when an SOC was issued to Swepsonville in July, 1984. This flow is being hauled to Burlington for treatment. This industrial flow estimated at 8000 GPD should not be considered as a new source. The industrial flow from Cortina is estimated at no more than 7000 GPD for the period. covered by this SOC, as the domestic flow can be estimated at 1080 GPD (72 x 15 GPCD). lab -29 Noncompliance with. NPDES Permit Limitations The existing wastewater treatment facility is in non-compliance with the NPDES permit as, shown by the following data: Average for year (9/83 -- 8/84) BOD 24,7 Violations for NH3 occurred on q/83, 10/83, 11/83. Soilds violations occurred'oR 8184, Thee Southside-Burlington SOC became void when. Zimpro completed its unit. Therefore, the' plant has had to meet final limits during this period, A new-SOC is necessary in order to meet limits until the up- grading of the aeration basin can be completed. `Violation 'of Water 'Quality' Standards/Impact on 'Receiyirig 'Stream There appears: to be no impact of significance.on the stream from reviewing DEV's-submitted by the City of.Burlington. In order for this plant to perform to standards the aeration basin will need to be changed to bubble diffusers -to allow for mixing and better D.O. transfer, The. City of Burlington is awaiting approval -of funds from the grants section to add.the bubble diffusers that are needed iii the aeration basins. -3- A Time Schedule based on an unknown funding date is included. Based on data from South Burlington's DMR's it is determined that final limits will not bemet until additonal work is done on the aeration basin. Therefore, final limits for the following parameters will be changed as contained in this SOC: Limitation. The sources of this additional flow will be from domestic and industrial sources. With regard to any matters concerning this request, please contact A. Randall Kornegay, Director - Water and Sewage Plants Department, P. 0. Box 1358, Burlington, N. C. 27215 (Telephone No. (919) 226-0218). Please be advised that the City Council of the City of Burlington at its regularly scheduled meeting to be held on October 2, 1984, will adopt an official resolution requesting the acceptance of this additional flow of 144,000 gallons per day into Haw River from the South Burlington Wastewater Treatment Plant. This resolution will be immediately transmitted to your attention by mail or will be hand delivered if necessary. We have asked for additional assistance under the "innovative technology grant" to correct the present problems and enable the plant to perform as designed. The problems relating to poor treatment performance have been identified as inadequate mixing of solids and dissolved oxygen in the aeration basin. Copies of letters to your Construction Grants Section concerning this matter is enclosed. We estimate seven months to award contracts and to install the necessary equipment after the grant is approved. An additional three months will be needed for the plant to stabilize and produce an effluent that will consistently meet permit limits. Mr. Robert F.
