Dear Mr. Poupart,
In response to the State of North Carolina(and Environmental Protection Agency)requirements
to submit Delegation of Signatory Authority for the National Pollutant Discharge Elimination
System (NPDES) Program and Pretreatment Program,the City of Greensboro hereby submits the
following Delegation of Signatory Authority. The signatory delegations listed herein will be
effective immediately and will remain in effect until further notice. The previous City of
Greensboro Signatory Delegation document was submitted in February 2007.
NPDES Signatory Authority
Water Reclamation Facilities
Signatory Authority for all NPDES Program documents for NPDES Permit NC0024325 (North
Buffalo POTW) and NPDES Permit NC0047384 (T. Z. Osborne POTW) including but not
limited to: NPDES Permit Applications, Discharge Monitoring Reports, Annual POTW Reports,
and Annual Sludge Reports, is hereby delegated to the Water Resources Director, and if
necessary, further delegated to the Water Resources Deputy Director and the Water Reclamation
Manager. In addition, Signatory Authority for the Annual Sludge Report is further delegated to
the Operator In Responsible Charge (ORC) of the T. Z. Osborne Publicly Owned Treatment
Works (POTW).

(Mitchell Water Plant) and NPDES Permit NC0081671 (Lake Townsend Water Plant)including
but not limited to: NPDES Permit Applications and Discharge Monitoring Reports, is hereby
delegated to the Water Resources Director, and if necessary, further delegated to the Deputy
Water Resources Director and Water Supply Manager.
Pretreatment Program Signatory Authority
Article I, Section 2 of the City of Greensboro Sewer Use and Pretreatment Ordinance states:
"Except as otherwise provided herein, the Director and the Industrial Waste Section of the
Water Resources Department shall administer, implement and enforce the provisions of this
ordinance. Any powers granted to or duties imposed upon the City Manager, Water Resources
Director, Water Reclamation Manager, or Laboratory/Industrial Waste Section Supervisor may
be delegated to other City personnel. "
Signatory Authority for all Pretreatment Program documents for NPDES Permit NC0024325
(North Buffalo POTW) and NPDES Permit NC0047384 (T. Z. Osborne POTW) including but
not limited to: Pretreatment Annual Report, Headworks Analysis Submittal, Industrial Waste
Survey Submittal, Long Term Monitoring Plan Submittal, Significant Industrial User Permits,
Enforcement Response Plan Submittal,Notices of Violation/Other Enforcement Actions, is
hereby delegated to the Water Resources Director and further delegated to the Deputy Water
Resources Director, Water Reclamation Manager, Laboratory/Industrial Waste Section
Supervisor and Pretreatment Coordinator. Specific Enforcement Action signatory delegation
will be in accordance with the most current DWR approved Enforcement Response Plan on file.
Wastewater Laboratory Certification Signatory Authority
Signatory Authority for all Laboratory Certification documents for the T. Z. Osborne Wastewater
Laboratory (EPA Lab ID #01090,NC WW Lab Certificate#65) is hereby delegated to the Water
Resources Director and further delegated to the Deputy Water Resources Director, Water
Reclamation Manager, Laboratory/Industrial Waste Section Supervisor, and Laboratory
Coordinator.
