Dear Mr. Miller: The Division of Water Quality received your request for changes in your monitoring obligations at the subject facility on August 1, 2008. Based on our previous site visit on July 8, 2008 and our understanding of your representations of current site drainage conditions as presented in your letter and site plan, we are granting the following revision to your monitoring obligations under NCG080814. Please maintain a copy of this letter on file at the facility. You reported that Outfall at BMP- I and BMP-2 are similar. As a result of our site investigation, the City of Charlotte may conduct the required analytical sampling at MH8 as shown on your plan (monitoring point 002) to be a representative sample for BMP-1. Please note that BMP-2 outfall must be included in the twice -yearly qualitative monitoring event. 2. Continue the required analytical sampling from BMP-3 that collects drainage from fleet fueling and washing area (monitoring point 001) as shown on your plan. 3. Tryon St., Charlotte Dear Samar: The Charlotte Area Transit System Bus Maintenance Operations Facility at 3145 S. Tryon St. in Charlotte has one true stormwater outfall located at the northwest corner of the facility. All stormwater from the facility discharges at that location; however, a significant amount of stormwater from offsite also discharges from that same outfall. In order to monitor stormwater that drains only from onsite locations, we determined that alternate permit compliance monitoring locations needed to be identified. You and I met at the subject facility on July 8, 2008 to identify those monitoring locations. We identified four (4) such locations, which discharge stormwater from materials handling areas and other areas of "industrial" activity (washing, fueling, maintenance, bus parking, etc.). Two of the four monitoring locations we identified both drain areas where only bus parking occurs. Because those two drainage areas are essentially identical, with no other stormwater-impacting activities taking place, we are requesting representative outfall status. The representative outfall location is indicated as Monitoring Point 002 (at MH8) on the attached Site Map. The equivalent drainage area is located west of MH8. Also, because the monitoring locations we identified do not discharge stormwater from the entire site, but rather from smaller drainage areas, we are requesting representative outfall status for the other two monitoring points/outfalls as well (see Monitoring Points 001 and 003 on the attached map). All materials handling areas and other areas of "industrial" activity that occur at the facility drain to one of the three monitoring points, so no significant areas will be missed with the proposed monitoring scheme.
