over Wells Creek (off-site detour, no improvements planned).
SUMMARY OF HISTORIC ARCHITECTURE AND LANDSCAPES REVIEW
Description of review activities, results, and conclusions: HPOWeb reviewed on 9 May 2022
and yielded no NR, LD, DE, SL, or SS properties in the Area of Potential Effects (APE). The APE
extends 300 feet to either side of existing Bridge No. 141 (E-W) and 200 feet to either side of
the SR 1005 (Greensboro Chapel Hill Road) centerline (N-S). Alamance County current GIS
mapping, aerial photography, and tax information revealed an APE of woodland and cultivated
fields, containing above-ground resources dating from the 1910s to the 1950s (viewed 9 May
2022). Constructed in 1950, Bridge No. 141 is neither aesthetically nor technologically
significant according to the NCDOT Historic Bridge Inventory. The NE quadrant of the APE
intersects a large (about 29-acre) parcel on which stand a circa-1910 "foursquare" house and
several outbuildings dating to the first half of the twentieth century, as well as a farm landscape
of fields, orchards, hedges, fenced pastures, and woodland. (#1105 W. Greensboro Chapel Hill
Road, PIN: 8768 53 2110 — see attached). This small, unrecorded farmstead — now identified
as the McPherson Farm (AM2862) -- warranted full evaluation to determine its eligibility for
listing in the National Register of Historic Places. The comprehensive county architectural
survey (1980), publication (Carl Lounsbury, Alamance County Architectural Heritage(Alamance Historic
Properties Commission)), as well as later studies recorded no properties in the APE. County
GIS/tax materials and other visuals, like Google Maps"Streetview,"clearly illustrated the
relative placement of the resources and the proposed work, which indicated the need for field
investigation and NR eligibility evaluation of the property noted above. The project will be
reviewed for compliance with both GS 121-12(a) and Section 106.
NCDOT engaged WSP USA, Inc. to prepare an eligibility evaluation for the property noted
above; findings and an eligibility recommendation are presented in a September 2022 report on
file at NCDOT—Historic Architecture and NCHPO. The study finds that the McPherson Farm
(AM2862) meets National Register requirements (see attached NR boundary map). NCHPO
agreed with the findings in January 2023 (memorandum forthcoming). An effects consultation
with HPO and USACE is required under Section 106 to determine how the proposed project may
or may not affect the NR-eligible resource, and is scheduled for January 26, 2023.

Explanation of Effects Determination: Existing bridge to be removed and replaced with
an aluminum arched culvert and plain, conventional guardrail. Tree/vegetation removal
will be minimal, and the existing ROW on the McPherson Farm (north) side of-SR 1005
(Greensboro Chapel Hill Road) maintained. The new structure will be less visually
evident than the present bridge, and its location at the extreme NW corner of the
McPherson Farm is screened from the farmstead proper by the existing woodland and
intervening fields and pastures. The new structure will not compromise any
contributing element of the historic property.
