General Program Information
• AT, LTMP, HWA, SUO, ERP, and Permits are up to date.
• The Pretreatment Program Info Database received 01/19/23 is up to date and
correct.
• The 2021 PAR was submitted to PERCS February 04, 2022.
• The five-year Headworks Analysis was submitted to PERCS on May 1, 2019.
Approval was received November 5, 2019.
• The LTMP was submitted for approval 8/26/22.
• The IWS was submitted 12/20/17, approved 1/18/18
• The District's SUO was revised 01/2020. Signed by Board of Commissioners
3/10/20.
• A copy of the District's Board approved SUO can been found at:-

• Current permits for Kennametal, Inc. and Reser's Fine Foods were renewed in
2022 with a June 1, 2022 effective date. Rosemary Power permit effective date
12/01 /22
• Permit for Reser's Fine Foods was approved 11/10/22.
• Rosemary Power Station modified permit was approved 11/14/22.
• Kennametal, Inc. permit was approved 11/10/22.
• Rosemary Power's permit includes a categorical discharge, required by 40 CFR
423.17.
• The permit for Kennametal, Inc. includes a categorical discharge pipe, required by
40 CFR 471 Subpart J.
• Reser's Fine Foods had a Consent Order issued during 2022. 7/18 — 8/19/22. All
conditions were met and it has expired.

Industrial monitoring was conducted for the three permitted industries during the
reporting period from January 1, 2022 through December 31, 2022.

Pursuant to the provisions of the Roanoke Rapids Sanitary District Sewer Use Regulations, this
Consent Order, hereinafter referred to as the Order, is made and entered into by Reser's Fine
Foods, Inc., hereinafter referred to as Reser's, and the Roanoke Rapids Sanitary District,
hereinafter referred to as the District.
I. The District and Reser's hereby stipulate the following:
A. That Reser's holds Industrial User Permit 009, for discharge into the District's Wastewater
Treatment Facility.
B. That Reser's has a maintenance issue that may require part of the wastewater treatment
process to be bypassed, while repairs and/or replacements are completed.
C. That Reser's has a permitted cBOD limit of 1500mg/L.
D. That Reser's has a permitted TSS limit of 750mg/L
E. That the District is agreeable to an increase in these parameters, with additional requirements
v listed below.
II. Reser's desiring to comply with the conditions of this consent order, does hereby agree to do
and perform the following:
During the effective period of this Order, Reser's shall meet and comply with all terms and
conditions of the District's Sewer Use Ordinance and/or monitoring/reporting requirements
specified below:
A. Reser's will continue to comply with all other requirements of Industrial User Permit #009
B. Reser's will have a Consent Order cBOD Limit of 2000mg/L.
C. Reser's will have a Consent Order TSS Limit of 1500mg/L.
D. Reser's shall submit cBOD analysis results to the District as soon as received by the
industry.
E. Reser's may be issued Notices of Violation with fees and/or fines and surcharges as follows:
Failure to monitor or submit:- $200 per day, per violation.
The District reserves the right to alter or rescind this Order at any time during the effective date
and time.
III. The effective dates of this Order are September 03, 2022 at 12:01 a.m. until September 16,
2022 at 11:59pm.
